This Position is Eligible for the City's Student Loan Repayment Program GENERAL DESCRIPTION OF POSITION
 This is a managerial position that assists the Water Operations Manager with the operation and maintenance of the City's water treatment plants and water reclamation facilities. Responsible for water production, wastewater treatment, the proper disposal of reclaimed water, and biosolids disposal throughout the City. Report to Department Director or Designee.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Directs and advises Lead Operators in their duties, including oversight of process control and timely submittal of required regulatory reports. Works cooperatively with Department division heads, including Systems Maintenance, Lines Maintenance, Engineering, Compliance Monitoring, Administration and other City personnel to accomplish needed work and achieve positive outcomes that reflect the City's core values. Strong working knowledge of applicable State of Florida and Federal regulatory statutes and rules, to include demonstrated experience working with state regulators. Assists in preparing annual budgets for the treatment facilities. Assists with staff selection. Performs effective customer service work by helping residents, vendors and other City personnel. Communicates clearly and courteously with others and assists with facility tours. Attends required meetings and conferences. Conducts personnel reviews used to evaluate staff. Assists the Operations Manager with information gathering and reports and other assigned tasks. Provides input on capital improvement projects and works with Engineering and Procurement to obtain needed equipment and resources. Administer contracts and implement City policies. May work with confidential records. Ability to fill in for the Lead Operator at other City treatment facilities, when needed. Must attend mandatory City training in Professional Ethics, Cultural Diversity, Sexual Harassment, Customer Service/Telephone Skills, Violence in the Workplace and Defensive Driving and any other training assigned by the City, including Leadership classes. Must complete NIMS 100 and 700 classes.
Perform any other related duties as required or assigned.
 QUALIFICATIONS
 To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
 
 EDUCATION AND EXPERIENCE
  High School diploma or GED required. Two-year college degree preferred, plus 11 to 15 years related experience and/or training, and five years related management experience, or equivalent combination of education and experience.
 
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Valid State of Florida Department of Environmental Protection Drinking Water and Wastewater Operator License Class "A".
Valid State of Florida Driver License Class "E".RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT

 SUPERVISORY RESPONSIBILITIES
 Directly supervises 3 subordinate supervisor(s) who supervise(s) a total of 17 employee(s). Supervises 0 non-supervisory employee(s). Departments supervised by this position include Water Resources Divisions - 301, 305, 308, and 349. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
 
 COMMUNICATION SKILLS
 Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; Ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.
 
 MATHEMATICAL SKILLS
 Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.
 
 CRITICAL THINKING SKILLS
 Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
 
 SUPERVISION RECEIVED
 Under administrative direction, setting up own standard of performance. Virtually self-supervising. Reports to senior management of the organization.
 
 PLANNING
 Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the organization and delegation of work operations for a division of employees engaged in widely diversified activities.
 
 DECISION MAKING
 Performs work operations which permit frequent opportunity for decision-making of major importance which would have considerable effect on the final attainment of multiple major activities and the organization's projects of a large organization component and organization's clientele.
 
 MENTAL DEMAND
 Intense mental demand. Operations requiring sustained directed thinking to analyze, solve, or plan highly variable, administrative, professional, or technical tasks involving complex problems or mechanisms.
 
 ANALYTICAL ABILITY / PROBLEM SOLVING
 Oversight. Activities covered by expansive policies and objectives, and oversight as to execution and review. High order of analytical, interpretative, and constructive thinking in varied situations covering multiple areas of the organization.
 
 USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
 Regular use of highly complex machines and equipment; specialized or advanced software programs.
 
 ACCURACY
 Probable errors would normally not be detected in succeeding operations and would definitely have serious effects in relationships with patrons and/or with the operations of other segments of the organization. Frequent possibilities of error would exist at all times, since the above mentioned areas are inherent in the job.
 
 PUBLIC CONTACT
 Regular contacts with patrons where the contacts are initiated by the employee. Involves both furnishing and obtaining information and, also, attempting to influence the decisions of those persons contacted. Contacts of considerable importance and of such nature, that failure to exercise proper judgment may result in important tangible or intangible losses to the organization.
 
 EMPLOYEE CONTACT
 Contacts with other departments or offices and also frequently with individuals in middle level positions; consulting on problems which necessitate judgment and tact in presentation to obtain cooperation or approval of action to be taken. Also, important contacts with associates as required in advanced supervisory jobs, plus frequent contact with senior level internal officials.
