What are the responsibilities and job description for the Manager, Water Treatment & Reclamation position at City of Ocala?
This is a managerial position that assists the Water Operations Manager with the operation and maintenance of the City's water treatment plants and water reclamation facilities. Responsible for water production, wastewater treatment, the proper disposal of reclaimed water, and biosolids disposal throughout the City. Report to Department Director or Designee.
- Directs and advises Lead Operators in their duties, including oversight of process control and timely submittal of required regulatory reports. Works cooperatively with Department division heads, including Systems Maintenance, Lines Maintenance, Engineering, Compliance Monitoring, Administration and other City personnel to accomplish needed work and achieve positive outcomes that reflect the City's core values. Strong working knowledge of applicable State of Florida and Federal regulatory statutes and rules, to include demonstrated experience working with state regulators. Assists in preparing annual budgets for the treatment facilities. Assists with staff selection. Performs effective customer service work by helping residents, vendors and other City personnel. Communicates clearly and courteously with others and assists with facility tours. Attends required meetings and conferences. Conducts personnel reviews used to evaluate staff. Assists the Operations Manager with information gathering and reports and other assigned tasks. Provides input on capital improvement projects and works with Engineering and Procurement to obtain needed equipment and resources. Administer contracts and implement City policies. May work with confidential records. Ability to fill in for the Lead Operator at other City treatment facilities, when needed. Must attend mandatory City training in Professional Ethics, Cultural Diversity, Sexual Harassment, Customer Service/Telephone Skills, Violence in the Workplace and Defensive Driving and any other training assigned by the City, including Leadership classes. Must complete NIMS 100 and 700 classes.
QUALIFICATIONS

EDUCATION AND EXPERIENCE
High School diploma or GED required. Two-year college degree preferred, plus 11 to 15 years related experience and/or training, and five years related management experience, or equivalent combination of education and experience.

Valid State of Florida Department of Environmental Protection Drinking Water and Wastewater Operator License Class "A".

Departments supervised by this position include Water Resources Divisions - 301, 305, 308, and 349. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
