Water Resources System Specialist

This is a highly technical position responsible for the daily operation of the water utility system and dispatching of central line and central maintenance crews using radio systems and SCADA on a regular daily basis. The position trouble shoots and evaluates system conditions and dispatches crews and technicians to resolve service problems. Report to Department Director or Designee.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Monitors status and operates lift stations using SCADA computer system, Calls Manager and Cogsdale system etc. to diagnose water, sewer and lift station problems or respond to customer complaints.
  2. Administers and directs disconnections and restoration of water services.
  3. Coordinates daily work efforts such as issuing service orders, work orders and coordinating trouble crew assignments, responding to outage complaints, leaks, lift station odor complaints and related activities.
  4. Keeps detailed records on daily activities, such as water or sewer issues in Cogsdale, Lucity and TrakIt, daily log of crews' location, fire hydrant activity log, street closing and confined space and demolition permits received by customers. Notifies fleet and facilities for any vehicle maintenance or refueling or other departments with related issues or problems specifically to them.
  5. Uses the SCADA, Calls Manager for outages and complaints, Cogsdale in the daily operation of the water and sewer system.
  6. Dispatches central line crews and lift station personnel as required and coordinates leaks, sewer spillage and restoration efforts.
  7. Training: Attends various training classes offered internally or from an outside source.
Perform any other related duties as required or assigned.
 

EDUCATION AND EXPERIENCE

High school, plus specialized schooling and/or on the job education in a specific skill area; e.g. data processing, clerical/administrative, equipment operation, etc., plus 3 years' experience in utilities or dispatching and administrative work. A degree from an accredited technical school and/or college or university is preferred. Familiarity with the Ocala Utility Services dispatch system and procedures are preferred. Or equivalent combination of education and experience.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.

Must obtain a minimum of a "C" in Sewer Collections and a "3" in Water Distribution within a 12-month period.

RESIDENCY REQUIREMENT

Must reside within 45 minutes of City Hall (151 SE Osceola Avenue) using MapQuest.

 Ability to read a limited number of words and recognize similarities and differences between words and between series of numbers; Ability to write and speak simple sentences as a means for basic communication. Ability to read and understand simple instructions, short correspondence, notes, letters and memos; Ability to write simple correspondence. Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals; Ability to write routine reports and correspondence. Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization. Ability to read, analyze, and understand general business/company related articles and professional journals; Ability to speak effectively before groups of customers or employees. Ability to write reports, business correspondence, and policy/procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; Ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.
 
 MATHEMATICAL SKILLS
 Ability to add, subtract, multiply and divide numbers. Ability to perform these mathematical skills using money and other forms of measurement.
 
 CRITICAL THINKING SKILLS
 Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
 
 SUPERVISION RECEIVED
 Under direction where a definite objective is set up and the employee plans and arranges own work, referring only unusual cases to supervisor.

 Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the work operations of a group of employees, all performing basically the same type of work.

 Occasional use of highly complex machines and equipment; specialized or advanced software programs.
 
 ACCURACY
 Probable errors would normally not be detected in succeeding operations and could possibly affect organization-patron relationship, involve re-work, or additional expenditures in order to properly resolve the error. The possibility of such errors would occur quite frequently in performance of the job. May also cause inaccuracies or incomplete information that would be used in other segments of the organization as a basis for making subsequent decisions, plans, or actions.
 
 PUBLIC CONTACT
 Extensive contacts with various diversified sectors of the public environment; wherein, the contacts are of major importance and failure to exercise proper judgment can lead to substantial losses to the organization.
 
 EMPLOYEE CONTACT
 Contacts of considerable importance within the department or office, such as those required in coordination of effort, or frequent contacts with other departments or offices, generally in normal course of performing duties. Requires tact in discussing problems and presenting data and making recommendations, but responsibility for action and decision reverts to others.

 SOFTWARE SKILLS REQUIRED
 Basic: 10-Key, Alphanumeric Data Entry, Database, Spreadsheet, Word Processing/Typing
 
 ADDITIONAL SOFTWARE SKILLS
 Ability to plan, organize and review work in water resources utility operations. Has the ability to effectively maintain positive working relationships with other employees, contractors, governmental agencies, and the general public ability to communicate in English, clearly and professionally, orally, written and on two-way radio, a high volume of information on a regular, daily basis. Ability to change priorities to meet service demands and meet multiple deadlines. Ability to remain calm in stressful situations. Ability to use independent judgment to solve problems. Must be proficient in the use of Word, Excel and Access.
 
 OTHER SKILLS
 Must have at least three years experience in utilities or dispatching and administrative work. A degree from an accredited technological or approved college or university is preferred. Experience using computer programs (Word, Excel and Outlook and Access). Familiarity with the Ocala Utility Services dispatch system and procedures are preferred. Must be able to multi task and work independently, work under pressure and remain calm in stressful situations. Availability to work during emergencies is required. Equivalent combination of training, education and experience may be substituted or acceptable. Ability to plan, organize and review work in water resources utility operations. Has the ability to effectively maintain positive working relationships with other employees, contractors, governmental agencies, and the general public ability to communicate in English, clearly and professionally, orally, written and on two-way radio, a high volume of information on a regular, daily basis.
