The City of Oceanside is accepting applications for current and future vacancies for the position of Code Enforcement Officer I. There is currently one vacancy in the Development Services Department - Code Enforcement Division.

Examples of Duties

The Code Enforcement Officer investigates citizen complaints of code violations; conducts inspections pertaining to health and safety conditions, building and property maintenance, storage, public nuisance, occupancy standards and zoning regulations; interprets, explains and enforces codes and ordinances; conducts site inspections and photographs violations; attempts to elicit compliance through verbal persuasion; issues citations or prepares written notices of violation as appropriate; abates vehicles; maintains records of investigations and inspections; prepares routine correspondence and staff reports; coordinates general investigations with Police and other government agencies; reads plans and blueprints; appears as a witness in court or before City Council.

Minimum Qualifications

Knowledge of:

  • Modern office procedures, methods and equipment including computers and applicable software applications.
  • Principles and procedures of record keeping.
  • Principles of business letter writing and basic report preparation.

Ability to:
  • Learn the Oceanside City Code, Comprehensive Zoning Ordinance, Uniform Housing Code, Sign Ordinance, Vehicle Abatement Program.
  • Learn principles and practices of inspection and enforcement.
  • Learn methods of construction and acceptable health, safety, and occupancy standards.
  • Learn City geography.
  • Learn pertinent Federal, State, and local laws, codes, and regulations.
  • Learn to interpret, explain, and enforce technical and legal codes, ordinances, and regulations.
  • Learn to effectively meet the public in situations requiring tact, patience, composure, and courtesy.
  • Learn to interpret blueprints, drawings, and plans.
  • Take photographs.
  • Compose routine correspondence and staff reports.
  • Learn to provide testimony and evidence in court proceedings.
  • Maintain and update accurate records and files.
  • Prepare clear and concise reports.
  • Perform basic arithmetic calculations accurately.
  • Work independently and efficiently to carry out assignments.
  • Work variable hours, weekends, and/or holidays. This position will be required to work evenings and weekends.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and carry out oral and written instructions.
  • Establish and maintain effective relationships with those contacted in the course of work.

Experience and Training

Experience: No experience is required. Working with the public providing, interpreting, and explaining information, rules, and regulations is desirable.

Training: Equivalent to the completion of the twelfth grade supplemented by specialized Peace Officer training.

License/Certificate: Peace Officer's Course, PC 832 "Laws of Arrest" Certificate must be obtained within six months of hired date. Possession of an appropriate, valid driver's license.

Working Conditions and Selection Process

Environmental Conditions: Office and field environment; travel from site to site to conduct inspections; exposure to inclement weather; extensive public contact.

Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time; climbing; bending; twisting; exercising full range of motion of the arms, hands, wrists and fingers; occasional pushing/pulling; lifting; stooping; crouching; kneeling; speaking and hearing to exchange information; visual acuity to read and interpret specifications and drawings and conduct inspections.

Selection Process: All properly completed applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application material will result in disqualification from the selection process. The process may include any combination of the following: a written exam, oral exam, and/or skills assessment to further evaluate job related qualifications. Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.

Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination. Drug screening may be required.
