The City of Oceanside is currently accepting applications for current and future vacancies for the position of Evidence and Property Technician I/II. There is currently one vacancy in the Oceanside Police Department. The final selection could be made at either the Evidence and Property Technician I or the Evidence and Property Technician II level, depending on the experience and qualifications of the candidate.

Monthly Salary Ranges:

Evidence and Property Technician I
 $3,607 - $4,708

Evidence and Property Technician II
 $3,976 - $5,171

The Evidence and Property Technician will maintain police property inventory issued to officers and acquire required office supplies; to support the functions of the evidence and supply unit of the Police Department; and to perform duties involving receiving, inventory and packaging of property and evidence.
 

Evidence and Property Technician I 
This is the entry-level class in the Evidence and Property Technician series. This class is distinguished from the Evidence and Property Technician II by the performance of the more routine tasks and duties assigned to positions within the series, including answering phones and responding to public and departmental inquiries. Employees in this series are not required to possess a certificate for presumptive testing. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Evidence and Property Technician II
This is the full journey-level class within the Evidence and Property Technician series.  Employees within this class are distinguished from the Evidence and Property Technician I by the performance of the full range of duties as assigned. Employees perform difficult and responsible work, including securing confiscated property and evidence and determine when to complete disposition of items. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior experience. Advancement is not based on time in grade but solely at the discretion of the department director and the organizational needs of the department.

The Evidence and Property Technician receives, identifies, preserves, classifies, tags and logs narcotics and other evidence and property; releases and issues property and evidence to employees, victims or suspects according to guidelines, court orders and established department policies; determines or receives unit-division supply needs and orders same to ensure a timely delivery to the requesting unit; disposes of evidence no longer required to be kept as per unit policy or court order; records dispositions of evidence and property into a computer terminal using appropriate barcodes; answers phones and responds to inquiries from department personnel and the public; participates in all office procedures; and performs related duties and responsibili­ties as required.

Evidence and Property Technician I 
Knowledge of:

  • Conservation, recordkeeping and disposition procedures and techniques necessary to maintain accurate chain of evidence;
  • Safe and efficient handling of hazardous evidence and materials;
  • Rules of Evidence as found in California Evidence Code; and
  • Local vendors, special supply vendors and inventory control procedures.
 Ability to:

  • Interact effectively with all levels of staff, attorneys, laboratory personnel, citizens, suspects and victims;
  • Learn to recognize dangerous and/or new drugs and react/prepare appropriately;
  • Accurately enter and retrieve data utilizing a computer terminal;
  • Learn and apply related state and federal codes;
  • Be available for on-call work for nights and weekends;
  • Pass a background investigation including polygraph and psychological exam, and a medical exam which may include drug screening;
  • Communicate clearly and concisely, both orally and in writing;
  • Understand and follow oral and written instructions;
  • Respond to requests and inquiries from the general public;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Maintain mental capacity which allows for effective interaction and communication with others; and
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
     
Experience and Training
 
Experience: Six months of experience receiving, securing, storing and releasing property and evidence in the property room of a law enforcement agency highly desirable.
 
Training: Equivalent to the completion of the twelfth grade, supplemented by training in evidence and property control or a related field.
 
LicensePossession of, or ability to obtain and maintain, an appropriate, valid California driver's license.

Evidence and Property Technician II

Knowledge of:
 
  • Court orders and dispositions regarding release of records;
  • Rules of Evidence as found in California Evidence Code;
  • Narcotics testing methods, procedures, records, reports and chemicals;
  • Court procedures and rules of testimony. 
Ability to:
 
  • Interact effectively with all levels of staff, court officers, attorneys, laboratory personnel, other agency representatives, citizens, suspects and victims;
  • Recognize dangerous and/or new drugs and react/prepare appropriately;
  • Learn and interpret related state and federal codes and court orders;
  • Write clear, accurate and complete reports;
  • Speak clearly using proper grammar and syntax;
  • Read and comprehend technical and legal documents/books;
  • Be available for on-call work for nights and weekends;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Maintain mental capacity which allows for effective interaction and communication with others; and
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
 
Experience and Training 

Experience: Two years of experience receiving, securing, storing and releasing property and evidence in the property room of a law enforcement agency. 
 
Training: Equivalent to the completion of the twelfth grade supplemented by training in evidence and property control or a related field.
 
License/Certificate:  Possession of, or ability to obtain and maintain, an appropriate, valid California driver's license.


Environmental ConditionsOffice and warehouse environment; exposure to potentially hazardous chemicals.
 
Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for standing or sitting for prolonged periods of time; the ability to distinguish color; heavy lifting; bending, stooping, kneeling, crawling.

Selection Process:  All properly completed applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process.  The process may include any combination of a written exam, oral board exam, and/or skills assessment to further evaluate job-related qualifications.  Candidates who successfully complete the selection process will be placed on an eligible list for a period of six months.

Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination which may include a drug screening.
