About Oceanside’s Water Utilities Department & the GIS Team
The Oceanside Water Utilities Department is an innovative and forward-looking organization whose goal it is to ensure ongoing access to safe & affordable drinking water, reliable wastewater collection & treatment services, and environmental sustainability by maintaining top talent, resource resiliency, dependability, and system efficiency.
The Department is accepting applications for current and future vacancies for the position of Geographic Information Systems (GIS) Specialist. The GIS Division delivers a comprehensive citywide geographic, imagery and geolocation service to all departments across the City; and provides geospatial support to the City asset management enterprise system. This Division is critical for supporting City officials, developers, and citizens with relevant and accessible geographic data to assist in planning and decision-making. The GIS group is overseen by the Principal Water Engineer.
The GIS Specialist is a contributing member of the City’s ever-evolving GIS system. The GIS system allows end-users including City staff and the greater public to access a wide range of user-friendly maps and integrated geographic information. The GIS Specialist is involved in the production of map visualizations, geographic analyses, database management, and modelling in support of citywide services operations, economic development and asset management. This Specialist may also be assigned to work on special projects or programs as required by the Water Utilities Director and Principal Water Engineer.

This position is designed for a GIS professional with 2 or more years in the field who is comfortable being a contributor, collaborator, and process planner. While experience with water utilities systems, relational databases, structured query languages (SQL), and information system planning & integration is desirable and will be considered advantageous, we encourage all candidates with a strong interest and willingness to learn to apply. - Operations, services and activities of a comprehensive geographic information systems program.
- Web map application development using ESRI's tools and API.
- ArcGIS Enterprise platform, including Server, ArcGIS Online, Portal and Desktop applications.
- ArcGIS REST map services, feature-access services and other services.
- Principles and techniques of GIS to support the City's enterprise GIS effort.
- Principles and practices of relational database design, maintenance and administration.
- Strong understanding of GIS-relevant programming, scripting and querying methods (HTML, JavaScript, Python and SQL).
- Knowledge of GIS technology and advanced web technology and methods.
- Spatial technologies and geographical concepts.
- Use, capabilities, characteristics and limitations of geographic information systems including hardware and software applications.

Experience and Training
Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.
