Department: Building Services Reports to: Assistant City Manager
Summary: Responsible for the overall administration and operation of the Building Services Department. Maintains all City facilities and provides support to other departments/divisions as needed. Administers all contracts with external vendors, providing facilities management-related services to the City. Plans and directs the repairs, renovations, modifications, and maintenance projects for all City owned facilities and systems. Oversees the electrical/carpentry/plumbing/HVAC repairs and installations at City facilities. Manages staff and plans, administers the department's budget and schedules, conducts safety meetings, and performs on the job training. Receives general administrative direction from the Assistant City Manager and City Manager.

Provides leadership to assure that building maintenance and repair services are provided in compliance with City policies, procedures, objectives, and quality and safety standards.

Implements a proactive and preventive maintenance program for all City facilities.

Oversees facilities-related repair and maintenance work includes electrical wiring and rewiring, HVAC repair and troubleshooting, carpentry work (roofs, windows, doors), painting, plumbing, fixture repairs and installations.

Receives all work requests, develops scope of work and specifications, provides work instructions, assigns tasks to be performed, and analyzes repair procedure, renovations, and replacement costs.

Plans, organizes, coordinates, and manages the operations of the department.

Applies independent judgment in defining and assigning projects, work methods, techniques and procedures.

Monitors project timelines, budgets, and quality standards.

Inspects buildings, evaluates conditions and service requests, and develops maintenance and repair plans; verifies that facilities are clean, safe, secure, and in compliance with City standards.

Interprets, collaborates & coordinates the development of RFP and selection of vendors in order to implement financial aspects of contractual agreements. Administers and monitors City facility management related contracts, ensuring services are of the highest quality and consistent with contractual terms.

Hires and develops the department's staff; meets regularly with staff to resolve priorities, workload, resource allocation, quality standards, and technical issues; monitors operations to identify and resolve problems.

Establishes work procedures and priorities; reviews activities of department staff to assure the work quality and timely accomplishment of assigned duties and responsibilities; evaluates the department's quality and safety issues, identifies problem areas, and develops solutions; assigns work and evaluates performance; works with employees to correct performance deficiencies.

Develops annual operating budget to effectively utilize fiscal resources. Monitors all expenditures (facilities equipment, materials, and supplies) to budget line items and implements financial procedures to monitor the division's budget performance, tracking costs.

Promotes and enforces safety rules and regulations.

Stays informed on relevant building codes, regulations, and industry best practices.

Reviews and prioritizes requests for service and complaints; responds to emergency maintenance requests.

Collaborates with other City departments to address building-related needs and concerns.

Supports the departmental operations with regular and timely attendance.

Must have and maintain a cell phone for City use to hold this position.

Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
Minimum Qualifications:
Education, Training and Experience Guidelines: Bachelor's Degree in Architecture, Engineering, Construction Management, or a related field, preferred. Five to ten (5 - 10) years of experience in building maintenance, construction, or project management required; minimum two (2) years of supervisory experience. Any equivalent combination of education, training, and experience, which provides the required knowledge, skills and abilities, will be considered. Knowledge, Skills, and Abilities:

Knowledge of principles, practices, methods, materials, tools, and equipment used in the maintenance of public buildings.

Knowledge of City and state safety rules and regulations, occupational hazards, and safety precautions.

Knowledge of maintenance, repair, and safety standards for public facilities, including OSHA requirements.

Knowledge of techniques for use and storage of chemicals, including OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.

Strong knowledge of construction codes, regulations, and industry best practices.

Knowledge of principles and practices of administrative management, including personnel rules, supervision, purchasing, budgets, project management, and records management.

Physical demands and working environment: Must be able to operate heavy equipment and machinery, use power tools, lift heavy loads, work at heights using ladders, and drive a motor vehicle. Work is performed in a standard office environment and at City facilities and other work sites.
License and certification requirements: A valid Texas State Driver's License is required. Project Management certification, preferred, or ability to become certified as soon as eligible. Other specific training and licensing may be required.
