JOB SUMMARY
This position is in the Litigation Division of the Office of the Municipal Counselor and reports to the Litigation Division Head. This division is responsible for representing and defending the City in all state and federal civil lawsuits related to negligence or civil rights violations caused by City employees. The Municipal Counselor’s Office provides legal service and guidance to the City, its officers, departments and trusts to ensure that all City operations are performed in a manner consistent with the requirements of federal and state laws and City ordinances. All positions within this office serve at the direction of the Municipal Counselor and may be assigned to another division based on the needs of the office.
ESSENTIAL FUNCTIONS
- Performing legal research and writing briefs.
- Appearing before federal, state or municipal courts, and administrative boards, commissions and public trusts.
- State and federal litigation experience, including both pre-trial (to include drafting discovery, taking depositions and active motion practice) and trial.
- The drafting and complex analysis of ordinances, resolutions, contracts, administrative service agreements and other documents as required to advise the Municipal Counselor, City Management and administration, and Boards of Trustees or the various public trusts of their effect on municipal operations.
- Adherence to the ethical standards for behavior and compliance with the professional rules of conduct.
VETERANS PREFERENCE
Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. JOB REQUIREMENTS
- Degree from an accredited law school.
- Admitted to practice law in the State of Oklahoma.
- At least five (5) years of experience as a practicing attorney.
- At least five (5) years’ active litigation practice involving municipal/political subdivision law (including federal court practice) for comparatively sized entity(ies).
- Demonstrated skill in written and verbal communication including the preparation of legal documents, opinions, ordinances and memoranda, as well as making oral presentations.
- Demonstrated skill in legal research and using online legal research tools.
- Demonstrated skill in critically assessing and organizing a wide variety of complex information.
- Ability to establish and maintain effective, productive working relationships with municipal officials, municipal employees, outside agencies, and individuals.

WORKING CONDITIONS
- Primarily inside in climate-controlled environment in office and court buildings.
- Appearances and hearings in municipal, state and/or federal court, as necessary.
- Subject to occasional local or out-of-town travel to attend meetings, conferences, seminars, etc.
- Occasionally required to work hours beyond the normal scheduled work hours.
Note : Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
