SAFETY SENSITIVE STATUS

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

DEPARTMENTAL INFORMATION

  • The position functions as the subject matter expert on ADA accessibility in the public right-of-way.
  • The person filling this position is expected to be appointed by the City Manager as the ADA Coordinator for the City of Oklahoma City.
  • The majority of time in this position is spent working with Contractors, Engineers, and City staff on ADA issues in the Public Right of Way.

JOB SUMMARY

This job is located in the Administration Division of the General Services Department within the City of Oklahoma City. The Right-of-Way Accessibility Specialist is primarily responsible for ensuring the City's sidewalks and street crossing infrastructure comply with local, state, and federal accessibility standards. This includes oversight and inspection of public rights-of-way, guardrails, ramps, accessible pedestrian signals (APS), and markings in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) and Public Rights-of-Way Accessibility Guidelines (PROWAG).

ESSENTIAL JOB FUNCTIONS

  • Conducting regular inspections of sidewalks, street crossings, and related infrastructures to ensure Americans with Disabilities Act (ADA) compliance.
  • Overseeing the installation and maintenance of accessible pedestrian signals (APS), markings, and signage.
  • Reviewing and approving plans for new construction and renovations affecting public right-of-way.
  • Collaborating with City departments, contractors, and stakeholders to address accessibility concerns and implementing improvements.
  • Responding to public complaints and inquiries regarding accessibility issues and taking appropriate corrective actions.
  • Maintaining up-to-date knowledge of ADA, PROWAG, and other relevant accessibility guidelines.
  • Preparing documents and reports related to compliance activities and findings.
  • Performing other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in civil engineering, urban planning, public administration, or a related field.
  • Five (5) years’ experience in infrastructure inspection, urban planning, or a related area focusing on accessibility compliance.
  • A combination of experience and education may be substituted.
  • Possession of a valid Driver License (Operator).
  • Possession of valid ADA Compliance Review Certification.

NOTE : The employee will be required to possess or obtain a valid ADA Compliance Review Certification within sixty (60) days from the date of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a valid ADA Compliance Review Certification within sixty (60) days from the date of hire/promotion/transfer/demotion.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of and the ability to stay up-to-date on federal, state, and local accessibility standards, including the Americans with Disabilities Act (ADA), Public Right-of-Way Accessibility Guidelines (PROWAG), and the Manual on Uniform Traffic Control Devices (MUTCD).
  • Knowledge of design, construction, and maintenance practices for sidewalks, street crossings, ramps, and public right-of-way infrastructures.
  • Knowledge of regulatory compliance processes and inspection methodologies related to accessibility and transportation systems.
  • Knowledge of inspection practices, methodologies, and techniques to ensure compliance and safety.
  • Skill in analyzing design plans, identifying compliance issues, and recommending practical solutions.
  • Skill in and ability to use technical applications such as Geographic Information System (GIS) software and Computer-aided design (CAD) tools for mapping, design reviews, and documentation.
  • Skill in communicating effectively in written and verbal formats to interact with City officials, contractors, and members of the public.
  • Skill in managing multiple projects, setting priorities, and meeting deadlines while maintaining attention to detail.
  • Ability to perform detailed field inspections and assess compliance with accessibility standards and guidelines.
  • Ability to collaborate with diverse stakeholders, including City departments, contractors, and community members, to address accessibility needs.
  • Ability and willingness to assume responsibility for work performed.
  • Ability to travel.

PREFERRED QUALIFICATIONS

  • Knowledge and understanding of the Americans with Disabilities Act.
  • Knowledge and skill in applying PROWAG and ADAAG principles in design and construction.
  • Ability to read and interpret construction blueprints.

WORKING CONDITIONS

  • Indoors, subject to sitting, standing, walking, or using the telephone for extended periods of time.
  • Outside, exposed to heat, cold, humidity, and rain, etc.
  • Subject to working in busy traffic areas, construction zones, and/or uneven terrain.
  • Subject to local travel.
  • Occasional work beyond normal working hours or changes in working hours.
  • May be required to work varied schedules including weekends and holidays.

PHYSICAL REQUIREMENTS

  • Periods of standing, kneeling, crouching, or walking for several hours at a time during field inspections.
  • Capacity to navigate uneven terrain, construction areas, and various accessibility features (i.e., ramps, curbs).
  • Near vision sufficient for reading plans, inspecting small details, and observing hazards.
  • Speech and hearing enough to communicate in noisy environments and identify signals or warnings in the field.
  • Manual and finger dexterity enough to operate standard office equipment, handle tools, equipment, or devices used during inspections or data collection.
