About the Position
The Vegetation and Habitat Operations Section within Public Works seeks a technically competent, safety conscious, hardworking individual with good interpersonal skills to fill a vacant Maintenance Worker II position.
The Vegetation and Habitat Operations Section performs operations and maintenance on select properties managed by the Water Resources Line of Business, Transportation Line of Business, Citywide Noxious Weed Control and Habitat projects on Water Resources properties and select projects on Parks Department properties. This is an AFSCME position.

Specifically, the work of this section includes:
- Over 130 pesticide applications per year.
- Vegetation management on approximately 60 sites owned/managed by the City’s Stormwater utility.
- Pressure washing and cleaning of 18,000 linear feet of pervious sidewalks.
- Landscape maintenance on nine pump station properties.
- Landscape maintenance on 48 medians, islands and roundabouts within the ROW.
- Inspection and maintenance of over 340 City owned stormwater treatment and flow control facilities/BMPs as part of the City’s required compliance with our Municipal NPDES permit.
- Planting and care of several thousand trees/shrubs per year on numerous habitat enhancement projects.
- Roadside and ditch mowing
- Street tree pruning
- Other vegetation related special projects as requested.
Ideal Candidate Profile:
The ideal candidate will possess the following attributes:
- Leadership skills and ability to mentor other, less experienced crew members.
- Must possess a valid Washington State Driver's License and a Class A Commercial Driver’s License (CDL). A candidate without a class A Commercial Driver’s License, may qualify and be hired as “in-training” (10% below step 1) until they successfully obtain a CDL.
- The successful candidate must pass the written CDL exam within 6 months and obtain the Class A CDL within 12 months.
- Once obtained, a current valid CDL is an ongoing requirement as a condition of employment for this position.
- The ability to operate heavy equipment, such as backhoes, roadside mowers, excavators, dump trucks, loaders, etc. is required.
- Current flagger card and experience in the installation and maintenance of temporary traffic control devices used for work in the ROW, is required.
- A Washington State Pesticide applicator’s license and experience using pesticides to control noxious weeds is preferred.
- If applicant does not have a WSDA Pesticide license, they will be required to obtain one within 6 months of being hired.
- Demonstratable skill in safe operation and routine maintenance of chainsaws, brush cutters, line trimmers, blowers and mowers.
- Working knowledge of irrigation system design, operation and repair.
- CPR and First Aid training.
- Demonstratable skill in the identification and management of native and typical landscape plants, as well as noxious and invasive weeds.
- Demonstratable knowledge of landscape management principles, including mowing, edging, trimming, weeding, hedging and pruning of trees and shrubs.
- Demonstratable knowledge of Integrated Pest Management (IPM) principles specifically related to noxious and invasive weed control.
- Working knowledge of habitat restoration techniques, including site prep, planting and post planting care of trees and shrubs.
- Ability to use tact and good judgment in responding to questions from citizens and the general public.
- A positive “can do” attitude; takes the initiative to get the work done.
- A current flagger card and experience in the installation and maintenance of temporary traffic control devices used for work in the ROW, is preferred.

Essential Functions
- Assist in mentoring less experienced staff (temporary and/or seasonal staff).
- Maintain City-owned properties with diverse landscapes. This includes several hundred properties/sites ranging from stormwater facilities, pump station properties, Transportation roundabouts/traffic islands, and habitat restoration projects on Parks and Water Resources properties.
- Safely transport of equipment and other staff to job sites.
- Coordinate the installation and maintenance of temporary traffic control on job sites to ensure worker and public safety.
- Start up, operate, troubleshoot and shutdown irrigation systems.
- Inspection and condition assessment of stormwater sites, facilities and BMPs.
- Research and create as-built files to facilitate City map updates.
- Skilled operation of equipment and vehicles.
- Demonstrate clear verbal and written communication skills with citizens, contractors and crew members over the phone/radio and in person.
- Punctual, regular and reliable attendance is essential for successful job performance.
Knowledge
Landscaping methods:
- Appropriate tools for the task.
- Plant identification.
- Species-specific maintenance.
- Noxious weed identification and abatement methods.
- Irrigation system design, operation and repair.
Safety procedures and precautions:
- Purpose and proper use of each piece of PPE.
- Equipment-specific safety procedures.
- Job type and site-specific safety procedures.
- Knowledge and understanding of the Safety Data Sheets associated with products in use by the work section.
Site/Vegetation Condition Assessments and Inspections:
- Understand how vegetation can negatively impact and /or enhance the functionality of Stormwater, Pump Stations and Transportation facilities and infrastructure.
- Locate sites, facilities/infrastructure using both paper and digital maps.
- Perform vegetation/site condition assessments using a checklist and/or collector app (or similar field data collection device).
- Compile condition assessment data into an Excel spreadsheet and create a summary report using an existing template.
- Ability to perform inspections of stormwater sites, facilities and structures using an existing checklist and template.
Skills
- Perform basic mathematical calculations.
- Make notations on basic drawings and maps to record map changes observed in the field.
- Operate computer equipment and general office equipment.
- Operate an array of computer software systems (i.e. Microsoft office).
- Routine inspection and maintenance of manual/power tools and equipment.
- Safe equipment operation (trucks, trailers, backhoes, skidsteers, excavators, mowers, chainsaws and other power tools, etc.).
Abilities
- Interpret utility maps and engineering as-built plans, and locate underground utilities from physical ground features.
- Work from and follow written instructions.
- Prioritize work and call in locates within two business days of the scheduled work.
- Troubleshoot irrigation systems and plan an effective course for correcting problems.
- Read blueprints, maps, and repair manuals.
- Select and use tools appropriate for the completion of the assigned tasks.
- Lift heavy objects and sustain physical activity for long periods of time.
- Set up effective traffic control for working on City streets.
- Use common sense and apply safe work habits in dangerous areas or with power equipment.
- Use tact and good judgment when responding to questions from citizens and the general public.
Experience/Education: Minimum of one year experience in vegetation management, landscape maintenance, habitat restoration and noxious weed control.
Special Requirements:
