The Recreation & Community Services Department is searching for a recreation professional to join the team as a Recreation/Community Services Manager. The Recreation/Community Services Manager is an integral member of the department and agency leadership team and plays a key role in developing and supporting community-based programs which encourage, provide and support enhanced recreational, educational, cultural, and healthy city programs, policies and activities. The incumbent will possess strong management and leadership skills in the areas of program administration, event management and marketing, with experience in developing community partnerships, building coalitions, and fostering long-term relationships with community stakeholders. It is distinguished from the Recreation/Community Services Director by the latter’s management and responsibility of directing and administering all aspects of the Recreation/Community Services Department.

Examples of Essential Functions
- Manages, plans, organizes, and directs the operations, activities, facilities, programs, and special events for multiple areas within the Recreation & Community Services Department.
- Participates in the development and implementation of departmental goals, objectives, policies, and priorities.
- Monitors and evaluates the efficiency and effectiveness of programs and service delivery methods; analyzes community recreation needs.
- Identifies and implements opportunities for improvements; reviews new program recommendations and implements programs that will encourage and support community services by enhancing recreational, educational, cultural, and health focused programs and activities.
- Supervises and directs the activities of staff including employee selection, work assignment, performance evaluation, employee development, disciplinary action, and complaint resolution.
- Plans, directs and reviews the work plan for assigned recreation programs and services; delegates work activities, projects and programs; monitors and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
- Manages, develops, and participates in the administration of the Department's budget; ensures resources are allocated properly and expenditures are monitored for budgetary compliance.
- Develops or directs the preparation of grant proposals, corporate sponsorships, donations, and other fundraising opportunities to fund services and programs; participates in the pursuit of alternative funding sources to support assigned programs; monitors funds received from outside funding sources.
- Collaborates and develops partnerships with and among community organizations, schools, various agencies, and City staff to expand and increase service delivery and promote Department programs, events, projects, resources, and services.
- Directs the preparation and coordination of public outreach activities and materials to promote programs and services.
- Prepares and presents a variety of reports and presentations to City administration, City Council, commissions, boards, and other community groups.
- Coordinates capital improvement projects with other divisions and departments as it relates to the function and programming of assigned facilities and projects.
- Negotiates and administers contracts for services; prepares bid documents and contract specifications; evaluates and monitors contractor and vendor performance.
- Monitors current trends by participating in professional organizations; researches developments related to recreation operations and incorporates new developments into programs as appropriate.
- Provides guidance in responding to and resolving public inquiries; resolves more complex complaints and inquiries.

Qualification Guidelines
Education:
Equivalent to a bachelor's degree from an accredited college or university in Recreation, Physical Education, Public Administration, or a related field.

Five years of progressively responsible supervisory or management experience related to recreation and community service programming and operations including two years of supervisory and administrative responsibility.
Licenses:
- Valid Class C California driver’s license at time of appointment.
- Acceptable driving record at the time of appointment and throughout employment.
Desirable:
- Master's degree in recreation, public administration, or a related field.
- Bilingual in Spanish.
