The functions typically performed by the Systems Analyst include the following:
- Identifies improvements and enhancements to current systems based upon business requirements.
- Researches and develops recommendations for the implementation of new automated solutions.
- Tests new software releases, patches, and updates; troubleshoots technical and functional problems.
- Provides guidance and support for a variety of citywide information technology systems and applications.
- Maintains and updates citywide information technology systems and applications through programming or the use of the system / application's administrative functions.
- Trains functional users in efficient application operation and report writing.
- Supports digital exchange of data across various information management systems.
- Manipulates and analyzes data from a database environment.
- Prepares and maintains documentation of systems, programs, and projects to describe program development, logic, coding, and correction.
- Develops manuals describing installation and operating procedures for end users.
- Develops Structured Query Language (SQL) statements, reports, and Structured Query Reports (SQR)s.
- Serves as a project team leader for small sized and/or less complex projects.
- Other duties may be assigned based on assignment.
A Bachelor's degree or its equivalent from an accredited college or university in Computer Science, Information Technology, or a closely related field. Additional related experience may be substituted for the required education on a year for year basis.
Experience Requirements
Two years of experience supporting enterprise information systems.
Special Requirements
May be required to work any shift in a 24-hour/day, 7-day/week operation on a rotational basis including weekends and holidays. Ability to work overtime.
Desirable
- Network and/or Cybersecurity related certifications.
- Experience with designing and configuring enterprise networks (firewalls, routers, switchers, wireless access points).
- Experience with SDN solutions; public safety answering point technology. Maintaining Enterprise telecom systems; PowerShell scripting and automation; database administration; VDI;PKI; and cloud computing.
- Formal training and certifications related to project management, supporting systems and/or programming
- Experience as a project lead or in a lead role in a system implementation
- Experience in databases including SQL, SQL programming and GIS database maintenance
- Experience using and supporting BIRT, Crystal Reports reporting
- Experience configuring and administering modern Cloud SAAS systems such as Microsoft Office365, Workday HCM and Finance (full suite)
- Experience implementing and supporting the ServiceNow platform
- Experience supporting on-premise Microsoft Windows-based systems such as Accela
- Experience utilizing and supporting Geographic Information Systems with ESRI products, with knowledge of ESRI’s Enterprise and Online server capabilities, ArcPy and Geoprocessing tools and functions
- Ability to create meaningful charts and dashboards using data analysis tools like PowerBI and Sisense
- Experience using and configuring integration tools like AWS Glue and FME Workbench/Server
- Experience using and configuring Cloud based Data warehousing solutions like AWS Redshift and Snowflake
- Background in or working knowledge of government operations and supporting systems, including, but not limited to, Police/Fire Dispatch, Airport Operations, Land Management, Finance, Human Resource Management, Utilities and Public Works
- Certifications such as CompTIA A , CompTIA IT Fundamentals , Microsoft 365 Fundamentals, Microsoft Technology Associate (MTA), or other related.
- Knowledge of Helpdesk solutions such as ServiceNow, Zendesk, Jira.
- Experience with mobile device management solutions & desktop imaging solutions.

BACKGROUND CHECK REQUIREMENTS
As part of their duties, Systems Analyst's may be assigned to work in the Ontario Police Department facilities or will have access to Police Department information systems. As a result, employment in this position is subject to the satisfactory completion of a background investigation conducted by the Ontario Police Department. This background investigation will include the passing of a polygraph test. Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including but not limited to: an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens, repossessions, and recency); or thefts from a previous employer. Applicants must pass a Criminal History Record Check (CHRC) and Security Threat Assessment (STA) prior to receiving a security badge.
