SUMMARY

This is support of professional administrative and supervisory work, planning, managing and executing operational plans and recreational programs for the Parks & Recreation Department

NATURE OF WORK

The employee in this classification is responsible for supervising, through subordinate line supervisors, the management of programs and the operation of parks and park facilities throughout the City. Responsibilities include developing objectives and evaluating progress toward their accomplishment; determining maintenance and program needs; establishing program plans and levels of service for various park offerings, including, but not limited to, general park maintenance, facility repairs, after school recreation programs, and community events; and reviewing personnel, equipment and material requirements. Supervision is exercised over various levels of supervisors who in turn supervise program leaders, recreation leaders, and other personnel to ensure the execution and completion of objectives. General supervision is received from the Assistant Director of Parks & Recreation.

KEY RESPONSIBILITIES

  • Assists in the planning, organization and implementation of parks and facilities goals and objectives; assists in the formulation of division policies and procedures.
  • Plans, prioritizes, and implements parks maintenance, repair and development activities; coordinates renovation, construction and development projects.
  • Directs, supervises, evaluates and schedules assigned recreation leaders, lifeguards and supervisory staff.
  • Manages assigned parks and facilities and ensures the safety and cleanliness of parks equipment; inspects park grounds and facilities and submits recommendations on the upkeep, upgrade, construction and/or renovation of parks.
  • Participates in the development and implementation of city-wide special events.
  • Performs public relations functions between the city, community and various civic agencies and groups.
  • Performs administrative and accounting duties, e.g., purchases new equipment, materials and supplies, generates and submits reports and documentation; researches special projects and issues; assists with grant preparation; assist with budget development and maintenance; maintains receipts and budgetary expenditures.
  • Serve as project supervisor for parks projects and monitors facilities improvements and ensures safety, cost effectiveness, aesthetics and compliance with City policies.
  • Research and evaluates existing facilities and park grounds to ensure the safety, general welfare and enjoyment of the general public.
  • Performs related work as required.

KNOWLEDGES, SKILLS AND ABILITIES

  • Considerable knowledge of the principles and practices of parks maintenance, programming, development, and administration.
  • Considerable knowledge of pertinent Federal, State and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
  • Considerable knowledge of parks and facilities development and maintenance for a public government agency.
  • Thorough knowledge of budget preparation and justification, monitoring, and forecasting methods of fiscal control.
  • Thorough knowledge of supervisory principles and practices.
  • Considerable knowledge of the goals and objectives of a comprehensive city park program.
  • Ability to clearly communicate information both verbally and in writing.
  • Ability to operate basic office equipment, e.g. computer terminals, printers, copy machines, telephone systems, facsimile machines, 2-way radios, smart phones, tablets, etc.
  • Ability to read, update and maintain various records and files; ability to utilize standard software applications, e.g. word processors, database software, spreadsheet applications, smartphone apps, work order tracking software, etc.
  • Ability to establish and maintain effective working relationships with employees, division and department heads, public/private sector contacts, and County administration.
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimum direction.
  • Ability to coordinate park operation and services activities at a wide variety of geographically dispersed locations.
  • Ability to establish, implement and monitor a variety of activities, to provide adequate services to the public.
  • Ability to devise and present effective recommendations concerning the development and use of facilities.
  • Ability to exercise judgment and discretion in interpreting and applying departmental policies, procedures and regulations.
  • Ability to work flexible hours including evenings and weekends


EDUCATION

Associate's degree in Recreation Management, Public Administration, or a closely related field or equivalent experience.

EXPERIENCE AND TRAINING

4 – 7 years 'experience in managing a comprehensive park program, including the development of recreational and maintenance programs.

SPECIAL REQUIREMENTS:

American Red Cross CPR/First Aid, Pool Operator or Aquatic Facility Operator (AFO) certification, and OSHA certifications are desired.

A valid Florida Class E driver's license

SUPERVISION RECEIVED

General and specific assignments are received as to beats or details and work is normally performed with latitude for the use of independent judgment in the selection of work methods and procedures, subjects to review through analysis of reports, personal inspection, and discussion

SUPERVISION EXERCISED

Directs and coordinates the work of Police Corporals and Officers; general and specific assignments are received as to details and work is normally performed with latitude for use of independent judgment in the selection of work methods and procedures, subject to review through analysis of reports, personal inspection, and discussion; may be assigned to direct the work of Police Department employees who perform support services and duties.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

On a continuous basis sit at a desk and/or stand for long periods of time. Frequently required to walk. Frequently required to see, hear, and talk with employees and the public. Frequently required to read and/or present documents, write or use keyboard to communicate through written means, use a calculator to compute figures. On occasion it is requested to climb or balance, stoop, kneel, crouch, or smell. Intermittently twist and reach office equipment. On occasion it is required to lift or carry weights up to 20 pounds. Specific vision requirements include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.
