SUMMARY

This position is responsible for working with and supporting the Budget Administrator in the preparation and maintenance of the City's operating and capital budgets and assisting in overseeing the city performance management program focusing on aligning City performance with priorities defined by the City Commission and City Manager.

NATURE OF WORK

The incumbent is responsible for extensive involvement in the preparation and implementation of a programmatically valid and fiscally sound operating and capital budget for the City. Responsibilities include budgetary, financial and policy analysis work, including revenue and expenditure forecasting, and providing assistance to the City Manager and Department Directors in an array of matters. The incumbent exercises an extensive degree of professional knowledge and technical expertise in financial analysis and in advising on budgetary and policy matters. General direction is received from the Budget Administrator who holds the incumbent responsible for providing excellent creative analytical skills in an environment sometimes having very demanding timelines.

KEY RESPONSIBILITIES

Works with Department Directors to ensure departmental budget inputs address Commission and City Manager objectives and are realistic in terms of the current fiscal environment. Ensures that departmental budget input is accurately reflected in the budget system.

Maintains the Staffing and Compensation Budget Module to ensure that staffing accurately reflects departmental budget requirements and that compensation for the budget is consistent with the City pay and benefit plans. Evaluates the consolidated proposed budget to ensure that Commission and City Manager goals are fully addressed and that the proposed budget is realistic, conservative and affordable.

Prepares and presents budget presentations for the public and the Commission which effectively and concisely provide the goals and objectives of the budget and the City plans for achieving them.

Prepares the annual budget book.

Maintains the Staffing and Compensation Forecast Module to ensure it is continually expected to serve as a basis for forecasting compensation and for analyzing forecasted versus budgeted compensation.

Monitors year-to-date results both independently and in conjunction with Department Heads to ensure that the budget is continually updated to anticipate future City requirements in a financially responsible way.

Assist staff to resolve budget questions and problems.

Evaluates proposed Commission agenda items to ensure the availability of funding and prepares summaries to inform the Commission as to the financial impact of the proposal.

Works with the CIP Manager to develop and maintain a five-year Capital Improvement Program, including identification of funding sources required to fund the program.

Updates five-year CIP plan as estimated costs become better defined, reprioritizing projects as may be necessary.

Performs other similar duties as assigned

In the event of catastrophic events, such as hurricanes, prepare forms required to apply for reimbursement. Serves as primary contact with the City’s grant writing service to ensure that all staff who could benefit from grants are aware of their availability and monitor progress in staff submission of grant applications. Evaluates City policies and procedures and identify methods to make them more relevant and effective. In conjunction with Department Directors, develop performance measurements to measure progress in achieving City goals and objectives and ensure alignment with Commission objectives. Conducts one-time studies as the need arises.

KNOWLEDGE, ABILITIES AND SKILLS.

· Extensive knowledge of generally accepted accounting principles, public finance administration, and internal control systems

· Extensive knowledge of fiscal analysis and budget development

· Knowledge of principles, and practices in the field of strategic planning and management, performance-based government, result-oriented budgeting, and organizational development

· Knowledge of federal, state, and local laws as they relate to taxation and fiscal planning

· Skilled at establishing cooperative and productive working relationships

· Skilled in the use of personal computers and associated software and applications necessary for successful job performance, particularly Microsoft Excel and PowerPoint

· Skilled at identifying rules, principles or relationships that explain facts, data or other information, analyzing information and making correct inferences or drawing accurate conclusions

· Ability to identify and analyze the efficiency of departmental operations

· Ability to communicate effectively, both verbally and in writing

· Ability to analyze a variety of complex administrative problems to make sound recommendations for their solutions and to prepare working procedures

· Ability to demonstrate an awareness and appreciation of the cultural diversity in the community

· Ability to set clear objectives and measures and monitor process, progress and results

· Ability to plan, organize and refine procedures and detail oriented

· Ability to work with large volumes of data and be able to distill it into useful, insightful information

· An ability to think outside the box and creatively identify better ways to perform City activities.

· Ability to occasionally work extended hours to meet important deadlines.

· Ability to be a self-starter, able to identify what needs to be done and proceed to get it done without being

· micro-managed

· Excellent organizational skills that permit keeping track of many different projects simultaneously

EDUCATION

Bachelor’s degree in public administration, Business Administration, or in a course of study related to the occupational field.

EXPERIENCE AND TRAINING

3 years of progressively responsible experience relevant to the major duties/essential functions of the position.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

On a continuous basis sit at a desk and/or stand for long periods of time. Frequently required to walk. Frequently required to see, hear, and talk with employees and the public. Frequently required to read and/or present documents, write or use keyboard to communicate through written means, use a calculator to compute figures. On occasion it is requested to climb or balance, stoop, kneel, crouch, or smell. Intermittently twist and reach office equipment. On occasion it is required to lift or carry weights up to 20 pounds. Specific vision requirements include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.
