The current vacancy is for a part-time, benefitted position (30 hours per week). 
Candidates must be available to work evenings, weekends, and holidays.  A typical schedule would include:  2 - 3 varied weekday shifts, per week and 2 weekends, per month.

DEFINITION OF THE POSITION
Under direct or general supervision, performs a variety of semi-skilled work in the construction, modification, maintenance, and repair of City infrastructure, including parks, park facilities and buildings, sports fields, open spaces, recreation trails, landscapes, playgrounds and equipment, irrigation systems and controllers, and weed abatement; provides assistance with set-up and removal of equipment and facilities at special events; uses and operates a variety of manual and power tools and light to heavy power driven equipment; and performs related work as required.
The following duties represent the principal job duties; however, they are not all-inclusive. Other duties may be required and assigned.  Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Performs shrub and flower bed maintenance, including planting, watering, fertilizing, and maintaining landscaped areas such as bushes, trees, flowers, and shrubs; performs weed abatement using a chemical sprayer.
  • Trims and prunes bushes, trees, and shrubs to provide clearance of sidewalks and signs, as well as to ensure the continued health of the bush, tree, or shrub.
  • Removes fallen trees, stumps, fallen limbs, and related debris resulting from storm damage and general conditions.
  • Performs a variety of duties in the maintenance and repair of the irrigation system; changes and adjust heads; maintains controllers; participates in performing irrigation system installation and maintenance projects.
  • Maintains playground equipment, picnic tables, barbecue pits, public address equipment, and related parks equipment and facilities; repairs and paints playground equipment, fences, trail fences, and related parks equipment and facilities; inspects playgrounds and play equipment for hazardous conditions to ensure the safety of the public.
  • Paints park buildings and other facilities; removes graffiti in parks and in other areas; power-washes hard surfaces.
  • Rakes leaves and clears debris from walkways, fields, and other facilities.
  • Opens parks and restrooms, and raises flags daily; picks up trash and empties barrels.
  • Cleans and maintains restrooms; stocks restrooms with necessary supplies; repairs toilets, urinals, and faucets as needed.
  • Assists in the set-up and removal of equipment and facilities needed for special events.
  • Operates and maintains specialized vehicles and a variety of light, medium, and heavy equipment and hand and power tools related to the construction, maintenance, and repair of City parks and related facilities.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Maintains public facilities, shop and garage areas, storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
  • Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and City workers.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions; oversees volunteers, contractors, and seasonal workers; inspects contractor work to ensure quality control.
  • Maintains accurate logs, reports, and records of work performed and materials and equipment used.
  • Receives and acts upon complaints, referrals, and concerns from the public; responds to and performs work in emergency situations as required.
  • Performs related duties as assigned.
Knowledge of:
  • Basic principles, practices, tools, and materials as they relate to the maintenance and repair of infrastructure, facilities, systems, and appurtenances similar to those in a municipal environment.
  • Basic mathematics.
  • Safe driving rules and practices.
  • Basic computer software related to work.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.

Ability to:

  • Perform basic construction, modification, maintenance, and repair work.
  • Troubleshoot maintenance problems and determine materials and supplies required for repair.
  • Make accurate arithmetic calculations.
  • Safely and effectively use and operate hand tools, mechanical equipment, power tools, and light to heavy equipment required for the work.
  • Perform routine equipment maintenance.
  • Maintain accurate logs, records, and basic written reports of work performed.
  • Understand and follow oral and written instructions.
  • Organize own work, set priorities, and meet critical time deadlines.
  • Use English effectively to communicate in person, over the telephone or radio, and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.


Education and Experience:

Completion of the twelfth (12th) grade, or equivalent, is required.
One (1) year of experience in construction, maintenance, and/or repair of parks and/or related facilities, systems, and appurtenances is required.  At least one (1) year of experience maintaining and repairing irrigation systems is highly desirable.

Licenses and Certifications: 
Possession of a valid California Driver License, auto insurance, and a good driving record are required.

PHYSICAL DEMANDS:
Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.  The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment.  Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.

ENVIRONMENTAL ELEMENTS:
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.  Employees may interact with upset staff and/or public and private representatives, and contractors interpreting and enforcing departmental policies and procedures.

BACKGROUND INVESTIGATION:
The City of Orange conducts a thorough background investigation which includes, but is not limited to, a driving record, Live Scan fingerprint check, and prior work experience verification, medical examination and drug screen.

DISASTER SERVICE WORKER:
All employees of the City of Orange are designated by both State law and City ordinance to be "Disaster Service Workers."  In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers.  Such assignments may be in locations, during hours, and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency.
