THE LAW ENFORCEMENT ACADEMYRECRUIT PROGRAM:
DEFINITION
The Police Officer Recruit is a The Police Officer Recruit participates in a POST-certified Basic Law Enforcement Academy, resulting in graduation and certification to enable the individual to become a sworn Police Officer with the City of Oroville.
Candidates should be aware the academy is an intense program, requiring considerable academic preparation and strong commitment. Candidates must be prepared to spend considerable time outside the classroom studying and training. In addition to the academic preparation, there is a strong focus on fitness training and arrest and control techniques, and candidates must demonstrate skill in defensive driving and qualify with a sidearm and shotgun. A candidate failing any aspect of the academy is given one opportunity to retrain and retest, but a second failure will result in dismissal from the academy and from employment. Therefore, candidates must be well prepared at admission and apply themselves to complete the program. An individual will remain as a Police Officer Recruit during pre-academy training, and the actual training academy.
Upon graduation from the academy, and approval of Police Management, the Police Officer Recruit will be placed in the classification of Police Officer. Police Officers are assigned to the Patrol Division of the Oroville Police Department where they learn to apply their Academy training in actual field situations under the direct supervision of a Field Training Officer.
EXAMPLES OF ESSENTIAL FUNCTIONS - Essential and other important responsibilities and duties for Police Officer Recruit may include, but are not limited to, the following:
- Attend classroom activities; participate in both the learning process and in interactions with students and faculty resulting in achieving a passing grade on all classroom requirements.
- Complete classroom assignments and projects as required.
- Participate in physical activities resulting in achieving a passing grade on the POST physical agility examination.
- Participate in firearms courses resulting in achieving a qualifying score for firearms qualification under California Penal Code Section 832.
Upon successful completion of the academy and appointment as a Police Officer, duties may include, but are not limited to, the following:
- Respond to public service calls regarding accidents, emergencies, crimes, threats, altercations, and/or requests for aid. Provides backup assistance to other officers as needed.
- Responds to and investigates traffic accidents; participates in traffic enforcement activities.
- Provide information and assistance to the public and promote good public relations. Maintain contact with citizens and preserve good relationships with the general public. Participate in neighborhood and community relations programs; attend community meeting to enhance police/community relationships and to address safety issues; implements problem-solving techniques and strategies.
- Administer first aid to injured persons; assists EMS/Fire Department personnel as needed.
- Patrol a designated area; enforce traffic laws and ordinances; issue traffic citations and warnings; conduct traffic accident investigations.
- Identify suspects; interview, interrogate and records statements from witnesses, suspects and victims.
- Identify relevant facts and prepare written reports on incidents and cases assigned.
- Apprehend suspects by driving safely at high speeds, chasing suspects on foot, climbing over obstacles, physically subduing suspects, and utilizing self-defense techniques,
- Make arrests as prescribed by law. Preserve and investigate crime scenes; collect, process, photograph and present evidence; mark and store evidence. Determines the need for additional and/or specialized Police Department units.
- Performs physical searches and seizures; transports detainees for booking.
- Prepare reports on arrests made, activities performed and incidents observed; confer with District Attorney’s office to provide information for case preparation; testify and present evidence in court.
- Investigate matters involving juveniles, reports of child neglect and juvenile delinquency.
- Refer juveniles to the appropriate authorities.
- Serve subpoenas, warrants with the Department and outside agencies; remain current on laws and procedures.
- Attend City and staff meetings as required.
- Maintain assigned vehicle and equipment.
- Cooperate with other law enforcement agencies on cases and projects as appropriate.
- Keep supervisor informed of problems encountered during assigned shifts.
- Assume personal responsibility for ensuring the duties of the position are performed in a safe and efficient manner.
- May coordinate and/or participate in special teams, assignments.
- Perform related duties as assigned. Performs other routine police work as required, including but not limited to directing traffic, providing police escort, assisting stranded motorists, transporting prisoners and mental patients, assisting with crowd control, etc.

Education: Equivalent to graduation from high school
- Must be at least 21 years of age at the time of appointment as Police Officer.
- Possession of U.S. Citizenship at the time of appointment or must have applied for U.S. Citizenship at least one year prior to date of application.
- Possession of, or ability to obtain, a valid Class C California driver license and proof of vehicle insurance with an acceptable driving history at the time of appointment.
- Good moral character without a history of involvement in criminal activity or other unacceptable conduct. May not have any felony or serious misdemeanor convictions.
- Must be in excellent physical condition; weight in proportion to height; normal hearing; vision 20/100 correctable to 20/20; normal color vision and physically capable of performing the duties of a Police Officer. Requires the mobility to work in an office and field environment. Requires the ability to sit at desk and intermittently walk, stand, run, climb, balance, bend, squat, twist and reach while performing office duties and/or police work; lift and/or move more than 100 pounds of weight; perform simple grasping and fine manipulation. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing, and operating office equipment. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen. Requires the strength and stamina to perform law enforcement duties, including handling firearms, making arrests, and driving a motor vehicle.
