The Billing Clerk performs all duties required to provide accurate billing to the City’s public utility and airport customers.

The Billing Clerk position is responsible to and performs under the direct supervision of the City Treasurer.

The following examples are meant to be illustrative only and are not intended to be all-inclusive:- Prepare and mail monthly utility bills and disconnect notices utilizing computer programs such as accounting software, word processing, excel, and additional databases.
- Process monthly billing for both City’s airports and miscellaneous billing.
- Assist billing customers in person, via email, and over the phone in a courteous and professional manner.
- Maintain record of billing and delinquent utility accounts in accordance with record retention policy, entering adjustments to utility accounts as required.
- Contact customers and title companies regarding billing, hook-up, disconnect and delinquent accounts; set up and record payment agreements.
- Prepare monthly and quarterly billing spreadsheets for the City Treasurer.
- Prepare and record water/sewer liens with the County and submit delinquent accounts to collections as necessary.
- Coordinate disconnections of delinquent accounts and reconnections of paid accounts with Public Works.
- Work closely with water and sewer departments to complete service orders and maintain meter inventory.
- Prepare and file State and Federal Reports.
- Assist in answering the City Hall main phone line and greeting all customers at service window.
- Perform the regular duties of the Accounts Payable/Payroll Clerk in his/her absence or as directed by the City Treasurer. These duties include, but are not limited to, the following:
- Input and process invoices for all city departments.
- Process insurance premiums.
- Communicate with city departments and vendors to collect all pertinent documents.
- Will perform other duties as assigned by the City Treasurer.
- Considerable knowledge of the general principles, practices, and procedures involved in the successful operation of a modern administrative office or department, especially those required to meet work tasks within a municipal government.
- Knowledge of functions and responsibilities of municipal government.
- Ability to make work decisions in accordance with laws, rules, regulations and policies.
- Considerable organizational skills in managing multiple projects and tasks under strict deadlines.
- Knowledge of business, basic accounting, English, spelling, composition, punctuation, and arithmetic, as well as accuracy of proofreading.
- Must have good typing skills and ten key by memory.
- Ability to prepare effective letters, memos, and other correspondence.
- Considerable experience in Windows applications including knowledge of word processing and electronic spreadsheets, specifically Microsoft office products.
- Ability to establish and maintain effective working relationships with other employees, City officials, and the general public, through written and oral communications exhibiting excellent external and internal customer service skills.
- Ability to understand and follow complex oral and written instructions.
- Must be a self-starter and self-motivated to work in a multi-disciplinary office setting with limited supervision.
- Must have ability to work both independently and in a team format.
- High School Degree or GED equivalent required.
- Previous experience in clerical/accounting work, specifically in the municipal government field preferred.
