The City of Overland Park has a full-time Project Utility Coordinator position available in the Public Works Department.

Summary

Administers and coordinates relocation of utilities as required for City administered construction and maintenance projects under the provisions of the City's ordinances and Manual of Infrastructure Standards. Provides oversight of relocation efforts by public and private utilities as well as private utility contractors to ensure adherence with the project utility relocation plan. Coordinates relocation efforts with the Right-of-Way and Civil Engineering staff of the Engineering Division, the Public Works Maintenance and Traffic Services Divisions, and the Planning and Development Services Department. Serves as the City's primary Work Zone Traffic Control safety manager for all utility relocation efforts associated with City administered construction projects prior to work by City project contractors. Provides assistance to the general public regarding utility relocations associated with City projects. Assists with emergency operations, including snow removal, as required.

Responsibilities

  • Administers and coordinates relocation of utility facilities required for City construction and maintenance projects. Participates in the utility relocation planning during project design. Assists in identifying existing utilities that require relocation. Coordinates with City Staff, design engineers, utility company representatives, and utility relocation contractors to minimize construction delays due to utility conflicts.
  • Oversees the relocation efforts by utility contractors to verify adherence with the approved relocation plan as well as determine potential conflicts with the planned construction. Ensures that relocation methods and operations are in accordance with City Municipal Code and Manual of Infrastructure Standards.
  • Serves as the main point of contact during relocations. Answers questions posed by utility contractors. Coordinates responses to inquiries with the City project manager. Attends project pre-construction meetings to provide updates on the status of utility relocations and discuss required utility coordination during construction.
  • Tracks relocation progress to ensure relocation schedules are met. Provides updates to the City project manager and design team on delays encountered during relocation. Verifies workers and equipment are on site to ensure progress is being made. Conducts field meetings with utility representatives and contractors.
  • Assists in identifying solutions when utility relocation conflicts arise during utility relocations. Advises the City project manager and design team of unforeseen circumstances that may affect city improvements.
  • Attends utility coordination meetings with City staff, design engineer, and utility company representatives during the project and utility relocation design.
  • Ensures required right-of-way permits are obtained by relocation contractors. Provides technical assistance to utilities/contractors who are unfamiliar with the City's standards during utility relocation.
  • Ensures that utility relocation work affecting the traveling public has proper work zone traffic control measures in place.
  • Oversees the effectiveness of the relocation program and project cost impacts. Verifies relocation invoice information is in conformance with agreements between the City and the relocating utility.
  • Assists citizens and contractors with concerns or questions related to project utility relocation.
  • Assists with emergency operations, including snow removal, as required.
  • The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals.
  • The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.

Requirements

Associates degree in Construction Management or an equivalent combination of formal education and work experience. Bachelor's degree in Civil Engineering or related field preferred. Must possess a valid driver's license and maintain an insurable driving record. Must have or obtain a commercial driver's license (CDL) within 12 months of employment with the City.

Must obtain Work Zone Traffic Control Supervisor Certification from the American Traffic Safety Services Association within six months of employment.

Experience

Five years of experience in construction inspection, utility coordination or project management experience. Or a combination of experience and education.

Salary Range: Grade I $80,087.63 - $110,519.73
