Acts as the main point of contact in the City for any party interested in developing, building, or starting a new business in the City; provides information regarding the development review and approval process.
Conducts sufficiency review of all applications associated with development review and planning, determining if all required documents are included in the application prior to moving onto compliance review.
Coordinates the review of all planning and development review applications; receives and routes all development and planning applications and tracks the applications’ status throughout the approval, pre-construction, and construction process.
Provides support to City staff on the use and maintenance of Electronic Plan Review and Land Management software.
Serves as the system administrator for electronic plan review software; acts as liaison with Carasoft software to troubleshoot issues; manages access, assigns security/login, builds and maintains database; develops parameters of software system tailored to Development Review and Planning Division specific needs; provides training for department staff.
Coordinates with the Information & Technology Department and the Electronic Plan Review and Land Management software consultants to resolve any technological issues.
Evaluates the existing Electronic Plan Review and Land Management software and associated hardware. Makes recommendations to improve the City computing experience for staff and the public. Work with staff to assess and meet their respective technology needs for electronic plan review.
Troubleshoots Electronic Plan Review and Land Management software to maintain a smooth electronic review process.
Identifies and produce standard operating procedures for electronic plan review and other development review workflows.
Routinely processes proposals to create work orders, requisitions, purchase orders and processes invoices for non-capital professional consulting services.
Compiles all comments from City departments and forwards them to the applicant for follow-up.
Receives pre-application requests, schedules pre-application meetings, prepares the pre-application packets including conducting and compiling background research, maps, and development agreements; routes the pre-application packets to the respective staff participants; serves as the secretary in the pre-application meetings, prepares meeting notes, and maintains the pre-application file.
Schedules, coordinates, and facilitates pre-construction meetings. Prepares materials required for public hearings such as advertisements and notices.
Responsible for preparing monthly staff reports for Development Review and Planning Divisions.
Maintains the records for the Development Review and Planning Divisions and prepares notices of case disposition.
Acts as the City’s liaison with the City Attorney, City consultants, and the owner/developer/applicant when necessary.
Assists developer/engineer on matters of engineering specifications and other requirements via the enforcement of the City’s Land Development Code to include: paving, drainage, utilities, and access requirements.
Obtains, reviews, and monitors performance and maintenance bonds and coordinates inspection services associated with the bonds.
Coordinates the acceptance of dedication of improvements by the City; prepares respective City Council agenda items.
Receives and processes application fees, donations to both the tree and public arts funds, recordation fees, and quality control fees.
Coordinates the preparation and tracking of applicable agency permitting and certifications and monitors contractor licensing and insurance requirements.
Assists the Department and the City with the budget process.
Prepares the quarterly performance measures for the Development Review and Planning Divisions.
Creates reports using IBM Cognos Software.
Acts as the Department webmaster by maintaining and updating department information on the City’s website.
Prepares tracking reports and supporting graphic materials related to development and construction projects as needed and updates the Map of Projects on the City’s website.
Provides assistance in areas of site inspections where compliance is questioned; coordinates with the City’s Engineering Division regarding investigations into complaints from the public and “as built” maintenance.
Gathers, selects, compiles, enters, and analyzes data; researches documents, codes, ordinances, plans, etc.
Performs related tasks as required.Bachelor’s degree in Urban Planning, Public Administration, Construction Management, or related field and two (2) years of experience in construction management, land development, and /or zoning administration/planning; or Associate’s degree and four (4) years of experience in construction management, land development, and /or zoning administration/planning. Must have demonstrated experience with word processing applications (i.e., Microsoft Word) and spreadsheets (i.e., Microsoft Excel). An equivalent combination of training, education and experience will be considered. Preferred candidate will have demonstrated work experience as software administrator responsible for troubleshooting, training, and software maintenance.
Must have a valid driver’s license and maintain an acceptable driving record. (must obtain a Florida license within 30 days of employment).
