DISTINGUISHING CHARACTERISTICS : The Police Sergeant is the supervisory level class responsible for directing an assigned area of responsibility. This classification is distinguished from the next lower classification of Police Corporal by the performance of supervisory responsibilities and technical expertise. SUPERVISION RECEIVED / EXERCISED : Direction is provided by the Police Commander. Exercises direct supervision over assigned sworn and non-sworn staff. Essential FunctionsInclude but are not limited to the following : Plans, coordinates, prioritizes, monitors and participates in the work of sworn personnel responsible for the protection of public health, safety and welfare and in the enforcement of applicable federal, state and local laws, codes and regulations.Assigns work to assigned non-sworn personnel; monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable rules, policies and procedures.Performs the more difficult and complex duties of the work unit including coordinating on-scene investigation of major crimes and critical incidents.Participates in the development of policies and procedures; recommends programs, projects and work assignments to higher level Police personnel.Develops schedules and methods for performing assigned duties; maintains appropriate work records and documents which may include time sheets, work orders; prepares statistical and / or analytical reports on operations as necessary.Participates in the selection and training of sworn and non-sworn personnel; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates discipline procedures as is appropriate.Develops and conducts training programs.Accepts and investigates complaints related to employee misconduct.Provides administrative assistance to a Police Commander or division head.Completes and presents research and staff assignments as required, communicating clearly and concisely, orally and in writing.Participate in organizational and community group meetings; responds to questions and inquiries. Minimum QualificationsThe following are minimum qualifications necessary for entry into the classification : Education and / or Experience : Possess the equivalent of six (6) years Police Officer experience, with at least one (1) year on the Oxnard Police Department, and having attained the rank of Police Corporal with the Oxnard Police Department.Associate of Arts / Science degree or the completion of 60 semester units from an accredited college or university. Upon retirement for "miscellaneous" employees, the City's contract with CalPERS offers a defined benefit plan based on the formula of 2.0% at age 55 for "classic" members and 2.0% at age 62 for "new members". The City of Oxnard does not participate in social security.Annual Accrual Rates : Full time employees accrue annual leave at a rate of 10.11 - 14.75 hours per pay period based on years of service.Deferred Compensation : The City contributes 1% to a deferred compensation program.Bilingual Pay : A regular full time employee may receive bilingual pay at the rate of $125.00 bi-weekly for Spanish speaking and $62.50 bi-weekly for bilingual services in a designated language other than English or Spanish to the extent the employee is required to provide bilingual services determined by the City Manager or designee.Health and Dental : Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below : Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.Life Insurance : City employees receive Basic Life Coverage and have the option to purchase additional insurance.Tuition Reimbursement : Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $200 per fiscal year for work related coursework.Retiree Medical Trust : All members of the bargaining unit participate in a Retiree Medical Trust benefit. Eligibility requirements must be met to receive benefits.
