Description

We are seeking a highly skilled and versatile Python Programmer / Analyst to join our dynamic team. This role combines technical programming expertise in Python with strong analytical skills and business acumen. The ideal candidate will be responsible for developing solutions, analyzing business processes, and translating business requirements into actionable technical solutions. You will work closely with stakeholders across various departments to bridge the gap between business needs and technology, ensuring successful project outcomes.

  • Work closely with business stakeholders to gather, document, and analyze business requirements.
  • Translate business needs into technical specifications for software development or process automation.
  • Identify business process improvements and suggest innovative solutions to optimize workflows.
  • Act as a liaison between technical teams and business stakeholders, ensuring clear communication of business requirements and technical solutions.
  • Research, evaluate, and recommend software tools, platforms, and third-party solutions to meet business and technical requirements.
  • Design, develop, and maintain applications and APIs using Python, Django, PHP, and other relevant technologies.
  • Collaborate with developers and other technical team members to deliver robust solutions.
  • Write clean, efficient, and well-documented code, following best practices and coding standards.
  • Perform unit testing, integration testing, and code reviews to ensure software quality and maintainability.
  • Optimize application performance and scalability, identifying and addressing bottlenecks and performance issues.
  • Implement security best practices to protect against common web application vulnerabilities, such as SQL injection, cross-site scripting (XSS), and cross-site request forgery (CSRF).
  • Integrate third-party services and APIs to enhance application functionality and user experience.
  • Troubleshoot and debug issues reported by users, providing timely resolutions and maintaining a high level of customer satisfaction.
  • Offer technical and analytical support to non-technical stakeholders, in collaboration with vendors as needed.
  • Stay updated with the latest trends and advancements in development technologies, sharing knowledge and insights with the team.
  • Contribute to the continuous improvement of development processes and practices, suggesting and implementing improvements to streamline workflows and increase productivity.

Payroll / Classification Title : Business Systems Analyst, Senior

WORK SCHEDULE :

The normal work week is Monday through Thursday 8 : 00am to 6 : 00pm and alternating Fridays 8 : 00am to 5 : 00pm.

Please note :

The Information Technology Department supports public safety personnel including the Police Department. Therefore, aspart of the selection process, applicants will be required to successfully complete a thorough background investigation,which includes a polygraph exam.

Minimum Qualifications

The following are the minimum qualifications necessary for entry into the classification :

EDUCATION :

  • A Bachelor's Degree from an accredited institution with major coursework in Computer Science, InformationTechnology, Cyber Security or a related field.
  • EXPERIENCE :

  • Minimum of 5 years of experience working as a Full Stack Developer, with expertise in Python, Django, and PHP.
  • Proficiency in backend development using Python and Django, with experience in building RESTful APls and web services.
  • Strong understanding of object-oriented programming (OOP) principles and design patterns.
  • Proficiency in PHP development, including experience with PHP frameworks such as Laravel or Symfony.
  • Familiarity with database systems such as MS SQL Server, MySQL, etc., including database design and optimization.
  • Experience in unit testing
  • Excellent documentation skills
  • Excellent problem-solving skills and attention to detail, with the ability to analyze complex technical issues and propose effective solutions.
  • Strong communication and interpersonal skills, with the ability to work effectively in a team environment and collaborate with stakeholders from diverse backgrounds.
  • LICENSING / CERTIFICATIONS :

  • Valid CA Class C Driver's License
  • OTHER REQUIREMENTS :

    Must be able to effectively communicate in English, both orally and in writing

    Highly Desirable Experience, Qualifications and / or Certifications :

  • Local government or public sector experience especially public safety (police and fire).
  • Experience with frontend technologies such as HTML, CSS, JavaScript, and modern JavaScript frameworks / libraries (e.g., React, Vue.js).
  • Experience with version control systems (e.g., Git) and collaborative development workflows (e.g., GitFlow).

    Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

    This position requires a 12 month probationary period.

    Retirement Contributions :

    New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

    Vacation / Annual Accrual Rates :

    Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.

    Administrative Leave :

    Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.

    Deferred Compensation :

    The City contributes 1% to a deferred compensation program.

    Bilingual Pay : A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

    Health and Dental :

    Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below :

    Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

    Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

    Holidays :

    The City observes 12 holidays per year

    Life Insurance :

    City employees receive Basic Life Coverage ($5,000) AD&D ($10,000) 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.

    Tuition Reimbursement :

    Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
