POSITION SUMMARY: 
Under direction from the Chief of Police: directs, coordinates and supervises the activities and operations of bureaus within the Police Department; coordinates activities with other City Departments and outside agencies or organizations; establishes bureau and Department goals, objectives, policies and procedures in accordance City’s mission statement and goals; provides technical staff assistance to the Police Chief; assumes command of the Police Department in the absence of the Police Chief; performs related duties as required.

DISTINGUISHING CHARACTERISTICS:
The Assistant Police Chief is the management level class responsible for the activities and operations of major sections of the Police Department, including the Field Services Bureau, Investigative Services Bureau, and the Administrative Services Bureau.  This classification is distinguished from the next lower classification of Police Commander by performance of the duties related to the administration of Department bureau(s) versus a division.  Incumbents in this class assume command of the Police Department in the absence of the Chief of Police.

SUPERVISION RECEIVED/EXERCISED:
General direction is provided by the Police Chief.  Responsibilities include direct supervision of all levels of Department personnel.
Include but are not limited to the following:
  • Accepts managerial responsibility for operations, activities, and services provided by assigned bureau(s), including the Field Services Bureau, Investigative Services Bureau, and Administrative Services Bureau.
  • Under the direction of the Chief of Police, shares responsibility that the Department upholds its Mission Statement and Core Values, and works towards promoting a transparent organization that is responsive to the needs of the community.
  • Directs and participates in the development, implementation, and maintenance of bureau and Department standards, goals, objectives, policies and procedures. Ensures that goals are achieved.
  • Plans, coordinates and reviews the work plan for assigned bureaus and projects; provides administrative and technical direction to sworn and civilian staff.
  • Coordinates the selection, orientation, training and evaluation programs for staff division personnel; provides or coordinates staff training; identifies and resolves staff deficiencies; oversees personnel matters, including the hiring and disciplinary processes.
  • Oversees and participates in the development of the Police Department’s and budget; participates in the forecast of necessary funds for staffing, materials and supplies; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary.
  • Oversees the management of contracts, trade service agreements, and operational memoranda of understanding for matters concerning assigned bureau(s).
  • Prepares and presents staff reports and other necessary documents or correspondence to appropriate persons, boards, groups and/or committees.
  • Researches contemporary and progressive police management methods; formulates and enforces rules, procedures, and policies for efficient operation of the Department and sees that they are carried out.
  • Directs the implementation of the deployment and assignment of personnel.
  • Recommends adoption and assists in preparation of ordinances.
  • Promotes transparency with regards to public inquires, media inquiries, and records requests; ensures that staff are responsive and their actions lend toward a transparent organization.
  • Proposes, presents, and justifies divisional programs, projects, operations and services; develops a strategy and work plan for the successful achievement of program and project goals.
  • Serves as a resource for the Police Department and assigned bureau; coordinates activities with other bureaus, divisions, City Programs, and law enforcement organizations; provides information and resources to City officials and other organizations as appropriate.
  • Provides staff assistance and technical support to the assigned bureau and other programs; oversees efforts to conduct audits and inspections.  Oversees financial, quality assurance, organizational and operational service delivery studies; makes recommendations to address and resolve identified service delivery issues.
  • Oversees bureau and Department-wide efforts to identify risks and liabilities, and mitigate them.
  • Oversees effort to maintain and improve levels of efficiency in assigned bureau(s), Department-wide, as well as City-wide.
  • Attends and participates in organizational and community meetings as necessary; stays current on issues relative to the field of law enforcement; responds to and resolves community and organizational inquiries and complaints.
  • Confers with citizens and City officials on law enforcement problems, and assists in the development of innovative municipal management practices.
  • Cultivates good community relations by working with civic, fraternal and other community groups; attends meetings and civic events as a representative of the department.
  • Serves as Acting Police Chief as assigned during the absence of the Police Chief.
The following are minimum qualifications necessary for entry into the classification:

Experience:

Possess the equivalent of seven (7) years of broad and extensive experience in all major phases of municipal police work; 

Must hold the position of Police Commander (non-probationary) or equivalent.


Education:

Must hold a Bachelor’s degree or higher (must be attached to the application)


License, Certification, and Other Requirements:

Must be a current City of Oxnard Police Commander.

Possession of, or ability to obtain, a valid class ‘C’ California driver’s license.

UNION MEMBERSHIP: Positions in this classification are represented by Oxnard Public Safety Manager's Association (OPSM).

NOTE:

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a twelve (12) month probationary period.
