The City of Oxnard's Public Works Department, Environmental Resources Division, is seeking a Heavy Equipment Operator with safe and strong technical and customer service skills to be part of the Environmental Resources team. The ideal candidate will have operational and mechanical knowledge of different types of refuse/recycling heavy equipment and machinery.

WHAT YOU'LL DO: 

  • Perform pre-and post-operation inspection of the equipment in accordance with City policy to ensure machines are in a safe operating order.

  • Continuously monitor the condition of the equipment to ensure it is operationally ready at all times to minimize downtime.

  • Safely and efficiently operate various types of equipment, such as forklifts, wheel loaders, and skid steers, and other equipment, using proper safety standards.

  • Continuously monitor waste for evidence of unacceptable waste in materials.

  • Perform and document MRF Tipping Floor load checks in accordance with the facility transfer processing report (TPR).

  • Perform and document all construction and demolition reports.

  • Respond to questions and concerns from the general public courteously and professionally; provide appropriate information and resolve complaints.

  • Assist in training lower-level positions.

  • Participate in a comprehensive Health and Safety and equipment program.

  • Perform other duties as assigned.  


Payroll/Classification Title: Maintenance Technician, Senior 

SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Incumbents may serve as lead workers, assigning work and monitoring work completion. Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

DISTINGUISHING CHARACTERISTICS: 
This classification is distinguished from the Maintenance Technician in that it performs skilled maintenance and may serve in a lead capacity and/or provide training to others.

WORK SCHEDULE: 
The facility’s normal hours of operation are 5:00 AM - 5:30 PM, Monday-Saturday. The Heavy Equipment Operator will be assigned to work Monday, Tuesday, Thursday, Friday, and Saturday from 9:00 AM to 5:30 PM. In addition, this position may be required to be available to work additional hours in response to peaks in workload, changes in department needs, or emergency events. Days and work hours are subject to change based on operational needs. You may be required to work holidays. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay.

(This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.)

  • Performs skilled general maintenance and operations activities in support of City departments or maintenance function; selects proper maintenance tools and equipment for assignment; performs work following established safety policies and procedures and applicable codes and regulations. May serve as lead worker by assigning work and monitoring work completion.

  • Maintains assigned equipment and tools; performs general inspections to ensure safe operating conditions; establishes priorities; performs repairs and/or maintenance work; cleans equipment, site area or grounds and performs preventative maintenance.. 

  • Operates assigned equipment; plans routes, work activities and sets up work areas for safety and operational efficiency; may set up traffic control measures. 

  • Responds to customer inquiries and concerns; maintains activity logs, records, work orders and related reports.

  • Performs other duties of a similar nature and level as assigned.


POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned to equipment operation may be responsible for:

  • Operating equipment to perform right-of-way street maintenance and other public works activities; 

  • Providing semi-skilled and physical labor.    

Positions assigned to Material Recovery Facility (MRF) machinery may be responsible for:

  • Operating equipment and processes;
  • Performing minor maintenance;
  • Determining type of commodity to be bailed and which systems to use.

The following are the minimum qualifications necessary for entry into the classification:


EDUCATION:

  • High School Diploma or GED 

EXPERIENCE:

  • Three (3) years of technical maintenance experience related to assignment

LICENSING/CERTIFICATIONS:

  • Valid California Class C Driver’s License with a satisfactory driving record

OTHER REQUIREMENTS: 

  •     Must be able to effectively communicate in English, both orally and in writing

UNION MEMBERSHIP: Positions in this classification are represented by the International Union of Operating Engineers (IUOE).

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work. 

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. 

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis. 

This position requires a 12 month probationary period.
