The City of Oxnard’s Cultural and Community Services Department, Library Division, is seeking a Senior Librarian to act as a lead Librarian in the Circulation unit with an innovative spirit, a desire to inspire those around them and a commitment to enhancing the lives of others through learning and discovery.

The Oxnard Public Library’s mission is to enrich the lives of our diverse community of 200,000 residents by providing free and equal access to the resources, services and programs that encourage life-long learning and lead to success.  The Library is a valued community resource and destination that includes the Main Library, the South Oxnard Branch and the Colonia Branch.  The Oxnard Public Library has been a community resource for over 115 years since opening in 1907 in a building funded by the Andrew Carnegie Foundation.


WHAT YOU’LL DO: 

  • Lead the Circulation Library Units:  Provide leadership and guidance in the circulation functions of the library.

  • Be a Reference Services and Patrons’ Advisor:   Provide exemplary customer service, guidance and act as a resource to patrons and co-workers alike.

  • Be part of Program and Service Design, Development, Delivery and Evaluation:  Continually participate in community engagement efforts and contribute to the continual development of innovative and responsive services for Oxnard’s diverse community.

  • Provide Operational Support:  Act as a lead to other library staff by being knowledgeable in the effective use of Library facilities, equipment, services, and programming.

  • Project and Program Management:  Assist with the creation, execution and management of all aspects of project planning for designed services delivery including budget, resources, timeline, and outcomes based on evaluation.  Coordinate all administrative and logistics details, such as coordination of volunteers when needed, marketing and advertising, budget tracking, and leading project teams.

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Provides oversight of the day-to-day operations of one or more branch libraries or major units within the library.  Provides guidance to employees engaged in support services including cataloging, circulation, acquisitions, and the coordination of library programs; interprets and applies library policies and procedures.

  • Acts in the capacity of a lead reference librarian, answers difficult reference questions, uses library automation systems for customer and item related tasks, and assists customers in using library materials.

  • Provides library services and professional support to the public; responds to inquiries and reference requests; performs reference searches and provides resources or referrals; reviews and resolves customer service issues.

  • Provides guidance to staff on policies, procedures and best practices; provides daily operational oversight of assigned program activities, material processing, and Branch operations; schedules staff coverage and makes work assignments; monitors staff performance and provides draft performance review documentation.

  • Responds to library patron issues and concerns; addresses building safety and maintenance issues; initiates service requests for building repairs.

  • Monitors assigned library programs, prepares library plans, and makes recommendations regarding library and community needs and library promotion.

  • Participates in outreach to the community, community organizations, and schools

  • Demonstrates the use of public access computers and other reference tools.

  • Prepares and designs book displays, posters, and other library displays to engage reader and community interest

  • Performs other duties of a similar nature and level as assigned.

EDUCATION:

  •  Master’s degree in Library Science from an ALA accredited program.

EXPERIENCE

  • Five (5) years of public library experience and two (2) years of supervisorial or lead experience.

OTHER REQUIREMENTS:

  • Must be able to communicate in English effectively both orally and in writing.

DESIRABLE QUALIFICATIONS:

  • Experience with current circulation, technical services and information/reference practices;

  • Experience with Dewey Decimal Classification (DDC), online catalogs and reference materials;

  • Knowledge of current and emerging library principles, practices, and technologies;

  • Experience leading and working in a collaborative team environment.

  • Bilingual (Spanish/English) written and verbal skills.

The selected candidate must pass a thorough background investigation.

UNION MEMBERSHIP: Positions in this classification are represented by the Service Employees International Association (SEIU).


Note: For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.

This position requires a twelve (12) month probationary period.


Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
