Public Works Department of the City of Oxnard is seeking an experienced and well qualified Water Division Manager. The ideal candidate will be well versed in the operations and maintenance of various systems within water treatment, water distribution, and recycled water as well as a strong, experienced and intuitive people manager. The incumbent will plan, direct, and manage programs and facilities while developing partnerships with internal and external customers.
This is a stand-alone classification devoted to providing management oversight of water or wastewater treatment plant operations, field operations, maintenance and technical services. Incumbents serve as a second level supervisor over multiple programs and functions or over an operational division. Work involves making interpretive decisions on behalf of the organization regarding the means for executing the goals established by city policy and the supervisor, subject to constraints imposed by available technology and resources. Such interpretive decisions provide context for the work to be accomplished by subordinates supervised within the units managed. Incumbents oversee daily operations and direct work flow; conduct, attend and participate in departmental staff meetings and meetings with other departments, city leadership and citizens; review and / or prepare and submit reports; assist in contract negotiations; develop, implement and monitor policies and procedures; oversee correspondence; manage budgets and approve expenditures; and manage personnel.
What You'll Do :
- Facilitate the production and delivery of safe, clean drinking water to the City of Oxnard residents and customers.
- Day to day management of the Water Division’s 70 employees including administration, operations, and potentially engineering.
- Managing and overseeing operations and maintenance of potable and recycled water systems including production, treatment, distribution, metering, mechanical, electrical, and supervisory control and data acquisition (SCADA).
- Regulatory requirements including new mandates and reporting as required by State legislation, Department of Drinking Water, Fox Canyon Groundwater Management Agency (FCGMA), and municipal partners.
- Preparation and oversight of the annual budget.
- Oversee capital improvement and maintenance projects.
- Coordinate with partnering agencies and water suppliers including FCGMA, United Conservation Water District, and Calleguas Municipal Water District.
- Develop staff reports and presentations for City Council and other elected and appointed boards, committees, and public meetings.
- Coordinate with other City Departments including Human Resources, Community Development, and other Divisions within Public Works.
DISTINGUISHING CHARACTERISTICS : This is a stand-alone classification in the Utilities job family.
SUPERVISION EXERCISED / SUPERVISION RECEIVED : Incumbents oversee the conduct of performance evaluations, training, and hiring, discipline and termination procedures as well as directly supervise management, professional, paraprofessional and support staff, as assigned. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.

NOTE : For most positions, the City of Oxnard relies on office automation (Microsoft Office / Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.
