Job Summary
Performs various clerical administrative duties associated with the Utility Billing Department.
Supervision
Under the direct supervision of the Utility Billing Supervisor within the Finance Directors oversite.
Duties & Responsibilities
- Responsible for following up on past due accounts and collection calls for outstanding unpaid balances.
- Answers incoming phone calls.
- Assists customers at the walk up window.
- Handles a wide variety of work on a regular basis including daily, weekly, and monthly reports.
- Prepares, processes, and maintains various records, reports, and files that are moderately complex in nature.
- Receives information daily for Credit Card and E-payments. Completes treasurers reports daily and balances accounts receivable.
- Cross-trained to cover the job duties of the Utility Billing Supervisor and Utility Billing Cashier.
- Assists with deposit information and reports.
- Assists with new customer reports.
- Maintains records of water, sewer, and trash service locations.
- Utilizes adding machines, computers, and other related office equipment to accomplish assigned tasks.
- Assists with keeping files in order so that they are always available.
- Handles financial transactions as required.
- Deals with the public daily in a friendly matter.
- Maintains Landlord and Contractor deposit reports.
- Enters all new addresses and meter sets into the billing system.
- Performs all other related duties as assigned.

- Utilizes necessary computer applications such as word processing, Excel, and Billing Program (CUSI).

- Assists in other related duties as assigned.
Required Knowledge, Skills & Abilities
Any combination of education, training, and experience providing the following knowledge, skills, and abilities:
Knowledge:
Knowledge of modern office practices and standard English usage; Basic computer applications; basic math calculations.
Proficient in Excel and Microsoft programs.
Abilities:
Ability to multi-task.
Ability to read, understand and interpret a variety of information including city ordinances.
Ability to type accurately.
Ability to create a variety of correspondence independently or with minimal direction.
Ability to operate a computer utilizing appropriate software.
Ability to handle a large volume of public contact, including difficult situations, in a pleasant and efficient manner.
Ability to maintain an appropriate level of confidentiality for both written and verbal information.
Ability to perform the essential functions of the job without posing a direct threat to the health and safety of others.
Must be bondable.
Education, Experience, and Training
High School Diploma or equivalent. Associate’s or Bachelor's degree preferred.
At least five (5) years of experience in general office work.
Physical Requirements
Performs bending, climbing, twisting, kneeling, and reaching both to ground level and overhead. Lifts and carries up to ten (10) lbs. and/or pushes and pulls up to twenty-five (25) pounds.
Holds and grips objects and may be subject to working in awkward positions and periods of prolonged walking, sitting, or standing.
Must possess manual dexterity necessary to operate a computer and ten-key.
Working Environment
Primarily indoors with heating and cooling regulated in a general office environment.
Licensing/Certification
Must possess a valid Missouri Driver’s license.
Miscellaneous Requirements
Must pass pre-employment drug testing.
Subject to the City’s drug and alcohol prevention and abuse ordinances.
