JOB RESPONSIBILITIES: Under the direction of the City Clerk/Customer Experience Director, this position acts as a liaison for individuals or companies navigating a development process within the City of Paducah, facilitating communication between the applicant and various internal departments to ensure smooth project progression by guiding them through regulations, permitting, and necessary steps while maintaining positive working relationships with all stakeholders involved.
ILLUSTRATIVE DUTIES:
- Serves as the first point of contact for potential developers and individuals doing construction projects by providing information about the development process and necessary permits.
- Acts as a bridge between the applicant and various internal departments (Planning, Engineering, Building, Fire Prevention) and external organizations (Paducah Water, Paducah Power, Joint Sewer Agency, Health Department), ensuring efficient communication and coordination.
- Monitors project progress to identify potential issues and resolve conflicts or delays that may arise in the development process.
- Stay up-to-date on local zoning codes, building regulations, and permitting requirements to provide accurate guidance to applicants.
- Fosters positive working relationships with developers, internal stakeholders, and community members.
- Understands and works in the City’s Energov System to ensure efficient development review.
- Coordinates and facilitates “Kick-Start” pre-development meetings with developers, community members, and staff to provide direction and assistance.
- Coordinates and facilitates regular inter-departmental permitting meetings to review current projects.
- Assist customers with online permit submission.
- Attends community events and ribbon cuttings to celebrate new developments.
- Develops and maintains guides and pamphlets to assist citizens with the construction process.
- Prepares and makes presentations to a variety of groups, including City Boards and Commissions, local employers, city employees and departments, neighborhood groups, and others related to development projects and programs.
Performs all other duties as assigned.
Requirements:QUALIFICATIONS:
Preferred Qualifications include:
- Bachelor’s Degree in a relevant field, such as architecture, construction management, building science, civil engineering, mechanical engineering, urban planning, land-use planning, or architectural technology.
- 3 Years of experience in a relevant field, such as engineering, architecture, building, electrical, contracting, construction management, planning and zoning, and/or government administration.
PHYSICAL REQUIREMENTS:
Ability to accurately operate a computer keyboard, office equipment, copy machine, and calculators. Extensive reading and close vision work. Maintain a minimum lifting capacity of 30 lbs. and sustain the ability for repeated standing, sitting, bending, and stooping
KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough knowledge of the philosophies, principles, practices, and techniques of municipal development and construction processes;
- Thorough knowledge of municipal planning;
- Thorough knowledge of the development requirements of each department and of outside agencies;
- Thorough knowledge of regulations associated with the development process especially in the area of state building code and the City’s land development ordinance;
- Ability to communicate effectively with the general public, contractors, design professionals, property owners, elected officials, other City staff, and outside agencies with a very high degree of customer service;
- Ability to understand complex technical requirements;
- Ability to perform comprehensive research on a wide variety of municipal development activities;
- Ability to prepare and deliver public presentations;
- Ability to establish and maintain effective working relationships with associates, municipal officials, representatives of other agencies, and members of the general public.
