MINIMUM TRAINING AND EXPERIENCE
Bachelor's degree from an accredited college or university with a major in Transportation Engineering, Traffic Engineering, Civil Engineering, Urban Planning, or closely related field, plus a minimum of five (5) years of experience in transportation planning and engineering. Must possess a valid Florida Driver's License and have and maintain an acceptable, safe driving record.
SPECIAL REQUIREMENTS
Registration as a Professional Engineer (P.E.) by the State of Florida is required. Experience with TRANPLAN and FSUTMS packages is desirable.
EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and / or declared emergency. On an incident by incident basis, the employee's Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under general supervision, performs comprehensive transportation engineering and planning functions to include transportation modeling, technical studies, development review, operational analyses and public involvement activities. Work involves providing guidance in traffic operations projects and, when necessary, assisting in traffic analysis. Reports to the Public Works Director.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTIONS
Investigates, analyzes and develops recommendations, if necessary, traffic system operation and safety issues and studies such as traffic calming, access management, traffic signal timing evaluations, speed limit studies, traffic signal warrant analysis, sight distance evaluations, intersection and corridor safety analysis, corridor travel time and delay studies.
Conducts traffic data collection which is necessary for the development of traffic operational studies such as turning movement counts, directional volume and traffic counts.
Prepares reports & studies, drafts specifications, and presents recommendations for capital improvement programs and other Public Work projects as well as transportation planning and traffic operations.
Performs transportation engineering review and approval of transportation studies, concurrency, maintenance of traffic and technical standards for commercial and residential developments and permits; performs review of as-built information to verify construction is in general conformance of approved design.
Performs engineering and design work of the city's capital improvement projects including but not limited to roadways, bridges and traffic signals; manages design and construction contracts and projects.
- Maintains and operates complex computer-based travel forecasting models to evaluate and recommend future transportation needs Citywide; assembles socio-economic (i.e. population, employment, medium income, costs, etc.) and transportation network data for the models;
Analyzes information from models and translates it into valuable conclusions; performs annual calibration / validation of the Florida Standard Urban Transportation Modeling Structure (FSUTMS) model to ensure its dependability.
Analyze intersection level of service (LOS) using traffic programs such as Highway Capacity Software (HSC) or latest version of Synchro.
Ability to review and prepare intersection traffic signal timings, signal optimization of collector streets and adjust the signal off-sets, cycles and splits to optimize signal timing.
Ability to conduct traffic investigations relating to signage and striping and recommend required signing and striping changes.
Provides technical information for the Transportation Element of the City's Growth Management Plan and uses computerized mapping techniques to prepare simulated transportation networks.
Identifies impact areas for deficient roadway links and reviews monitoring and modeling results submitted by the development community; conducts cost analyses of road improvements and recommends planned spending.
Monitors, updates and prepares reports on transportation concurrency management status and manages the Transportation Impact Fee Program for the City.
Consults with developers and compares socio-economic data and various information from the models; updates developers of transportation improvements needed to accommodate development.
Assists in the development and application of transportation policies, programs, codes, regulations and services to assure compliance.
Assists in planning, coordinating executing and implementing special projects. Provides coordination among internal departments and external entities, and manages traffic operations in the department.
Provides Project Management oversight of all assigned traffic / transportation operations and related CIP projects.
Manages consultants involved in transportation projects. Reviews land development proposals from a traffic impact perspective.
Reviews and coordinates traffic control / maintenance of traffic (MOT) and detours for major street and highway projects of the City or other agencies.
Reviews and provides site plan comments relating to traffic impacts and recommends traffic mitigation for project impacts.
Responds to public inquires and complaints regarding transportation issues, especially including neighborhood traffic calming and residential speed control.
Provides technical information and reports as required. Prepares and presents reports for neighborhood groups, homeowners associations, Planning and Zoning Board and City Council relative to development proposals, traffic issues and transportation planning.
Assists in identifying funding sources, preparing applications, and implementing agreements for grants relative to traffic engineering and transportation planning.
Manages and maintains concurrency, impact fee and proportionate fair share transportation programs.

Short Term Disability : Coverage pays 66 2 / 3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability : Coverage pays 66 2 / 3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan : City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays : 10 holidays and 1 birthday holiday.
Paid Leave : Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees - 48 hours per year.
