- Graduation from an accredited college or university with a Master's degree in Civil Engineering, Business Management, Public Administration or a related field, and four (4) years of progressively responsible experience in Public Works or related field. OR
- Bachelor’s Degree in Civil Engineering, Business Management, Public Administration or a related field, and eight (8) years progressively responsible experience in Public Works or related field. OR
- Associate Degree in Civil Engineering, Business Management, Public Administration or a related field, and twelve (12) years progressively responsible experience in Public Works or related field.
Must possess a valid Driver's License and maintain an acceptable driving record.
Minimum of two (2) years of responsible supervisory experience required.
SPECIAL REQUIREMENTS
Possession of Professional Engineer Registration from the State of Florida is preferred but not required.
Under limited supervision, performs complex professional and administrative work coordinating and directing operations of the Public Works Department and operational divisions. Work involves planning, developing and implementing proposals and programs to administer projects, provide services, and determine needs of the City as ascertained by coordinating with residents and public officials. Employee is responsible for all operations, engineering, construction and finance activities, and for direct and delegated supervision of all employees of the Public Works Department. Reports to the City Manager or Deputy City Manager.
Plans, organizes and directs activities to ensure current and anticipated planning and construction needs of the City are met; implements surveys and studies, anticipates future service requirements and develops strategies to render service, including review of various funding mechanisms; develops, establishes, implements, reviews and updates plans, goals, policies, procedures and standards for provision of services, ensuring compliance with state and federal laws and regulations; projects manpower and staffing requirements to meet current and anticipated needs.
Directs transportation planning and improvement projects and coordinates this activity with County and State agencies.
Supervises all administrative matters in the Public Works Department, including budget and grant proposal preparation and administration, accounts payable, general ledger monitoring, scheduling and personnel matters.
Plans, organizes and assigns the work of staff engaged in the design, operation, maintenance, and analysis phases of community planning, project development, and the Capital Improvements Plan, including the administration, facility maintenance, construction inspections, production, and engineering of projects.
Develops and prepares various reports, studies, correspondence, and other data pertaining to departmental operations, and submits such reports, studies, correspondence, etc., as required by federal, State or local regulations, as requested, or as otherwise deemed appropriate.
Coordinates the preparation of plans and specifications for construction projects undertaken by the department; confers with consultants, developers, contractors, affected public officials, and other parties as appropriate, in the development of construction projects and programs.
Oversees the management of capital projects, including ensuring performance within schedule and fiscal constraints. Provides intermittent status reports as requested.
Receives complaints and/or inquiries from public agencies or officials, and/or the general public pertaining to Department or personnel activities, policies, procedures, etc., and responds based on detailed knowledge of Department policies and activities, or initiates further review and investigation of complaints by appropriate personnel, as appropriate; prepares preliminary reports of complaints received and results of preliminary interviews with personnel involved, and assigns and monitors further investigation by subordinate(s).
Prepares, submits, and presents an annual budget and annual Capital Improvement Program; provides documentation and justifications for budgetary requests; point of responsibility for submitting and overseeing departmental budgeted funds. Monitors budget and Capital Improvement Program.
Develops and implements public involvement activities relating to Public Works projects and programs.
Pursues funding partnership for Public Works projects and programs.
Advises City Manager, Deputy City Manager, and Public Officials of demands by the public and any changes to levels of service. Advises best options in a technical sense and resolves conflicts with the public.
Responsible for providing high-quality, responsive customer service to both internal and external customers of the department. Expected to promote interdepartmental collaboration, build employee morale, and foster a workplace culture of integrity.
Monitors internal controls for fraud, errors, and omissions within the department.
