The following education and experience will be accepted:
- Bachelor’s degree or higher from an accredited college with major course work in Engineering, Engineering Technology, Construction Management or closely related courses plus six (6) years of progressively responsible experience in contract management, construction management, project management, and engineering design; OR
- Associate degree from an accredited college with major course work in Engineering, Engineering Technology, Construction Management or closely related courses plus with ten (10) years of progressively responsible experience in contract management, construction management, project management, and engineering design; OR
- High School Diploma plus fourteen (14) years of progressively responsible experience in contract management, construction management, project management, and engineering design.
A minimum of two (2) years of supervisory experience for public water and sewer utility planning, design and construction is required. Computer Aided Drafting/Design knowledge and experience is strongly preferred. Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record.
ESSENTIAL JOB FUNCTIONS
Provides support for the Utilities Engineer in all project management activities of the Department.
Assists the Utilities Engineer to develop and maintain the Department’s policies, procedures, and design standards.
Assists the Utilities Engineering to determine the need for consultant services based on technical requirements and internal staff capabilities. Assists in the development of scope of services, negotiation of fees, monitoring schedule and work quality and processing payments.
Performs in-house design services and/or supervises design activities. Prepares cost estimates, Contract Documents, and completion schedules.
Prepares, submits, and monitors regulatory agency permits and grant agreements as required for projects.
Prepares project status reports at frequent and regular intervals, including reports suitable for distribution to the Utilities Director, City Manager’s Office, and publication to the City’s web site.
Ensures adherence to schedule and budgetary constraints for projects.
Ensures adherence to quality control standards.
Functions as the primary point of contact and ensures coordination of projects with consultants, contractors, departmental staff, other City Departments, and regulatory agencies (local, state, and federal) for projects in the planning, design, permitting, and construction phases.
Reviews development site plan packages and provides technical assistance to the Building, Growth Management and Public Works Departments for the associated public and private utilities.
Monitors and coordinates the work of consultants and contractors involved in various projects and represents the City’s interest at project meetings.
Assists the Utilities Engineer in the administration of contracts; reviews and approves payments and billings that are to be submitted to the Utilities Engineer for signature.
Assists the Utilities Engineer to develop budgets and schedules for capital improvement projects.
Maintains records for project progress, permitting, change orders, shop drawings, financial data and other information.
Directs, supervises, and coordinates work of subordinate staff for assigned projects.
Provides technical assistance to inspection staff for all private development and City utility capital improvement construction projects. Tracks and coordinates the inspection of projects for adherence to federal, state and local regulations.
Prepares reporting documents, invoices and other administrative documents regarding projects.
Assists the Utilities Engineer to develop bid, Request for Information (RFI), Request for Proposal (RFP), and Request for Qualifications (RFQ) packages, including defining the technical scope of work required. May review bid proposals received from contractors/vendors, participate in evaluation committees and make recommendations for award of contracts.
Computer proficient including full working knowledge of Microsoft Office Suite and the use of CMMS Software, GIS mapping, and AutoCAD. Must have the ability to learn new software quickly.
Manages public involvement process for projects. May include public presentations, telephone, written and email communication as well as field meetings with citizens.
