The following education and experience will be accepted:
 
  • Bachelor’s Degree in marketing, public relations, public administration, communications, or a related field, plus three (3) years of experience in Public Relations, Communications, Utilities, or a related field;
 
  • Associate Degree in marketing, public relations, public administration, communications, or a related field, plus seven (7) years of experience in Public Relations, Communications, Utilities, or a related field.
 
Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record.
 
SPECIAL REQUIREMENTS:

Proficient in and have the ability to make PowerPoint presentations and work in a variety of programs including Microsoft Publisher and Adobe In-design. Current knowledge of Adobe Creative Suite Illustrator, Photoshop, and Production Premium preferred. 

Code 1: Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee's Department Head will make the determination as to who will be required to work.

Under general supervision, performs administrative duties in coordinating the City’s Utility Outreach program, education and public relations work in planning, developing, and implementing the department’s outreach programs, marketing and providing public relations as they relate to the City's water, wastewater, reclaimed water, construction projects, and other Utility programs. Work involves promoting customer awareness and participation through various educational programs and presentations and assisting local businesses, industries, commercial establishments, and the general public. This position also supports the public information/relations and marketing efforts of the City’s Community Information Coordinator. Tact and courtesy must be exercised in dealing with employees, business and industry representatives, and the general public. Independent judgment and initiative must be exercised as necessary.  Reports to the Utilities Director.

ESSENTIAL JOB FUNCTIONS
 

Develops and implements sound educational programs for the department with assistance from management and staff.


Plans, develops, coordinates, and presents a water conservation program to area schools; continuously refines and revamps the contents and breadth of the program to include overall environmental education program.


Provides public relations and communication efforts regarding the Citywide Water and Sewer Utility Expansion Program for the public.  


Writes, edits, and prepares news releases, articles, publications, award applications, brochures, public service announcements, and other forms of printed collateral or digital media as needed.


Communicates with citizens, homeowners, renters, businesses, etc., regarding questions and concerns relative to various utility programs.


Responds to public inquiries and complaints.


Produces the annual Consumer Confidence Report and annual Reclaimed Water Report. 


Oversees the environmental stewardship educational programs including school programs, summer internship program, and community poster contest.


Provides public relations and communication efforts regarding the Citywide Water and Sewer Utility Expansion Program for the public. Work can include special presentations at City Council meetings.


Writes stories, news releases, takes photographs, compiles information, and publishes the Utilities Department’s employee newsletter.  


Works with teams from other organizations and departments to plan and implement large special events throughout the year including the Sustainability Fair, Earth Day, Trash Bash, Florida Friendly Landscaping Seminar, Trunk or Treat, Brevard County Teacher Open House, Malabar Light Parade, Fourth of July, and more.


Manages, creates, and maintains the Utilities Departmental web site content and provides the Public Information Officer monthly social media updates.

Provides public information for special utilities programs such as temporary changes to disinfection method, lead and copper testing, and water reporting violations.


Assists the Community Information Coordinator through active participation on the City's Emergency Operations Center.


Creates, develops, and implements, all promotional materials including brochures, newsletters, flyers, reports, audio-visual presentations, web, social media, and video/television productions for public, departmental, and citywide use for outreach and promotion of city programs and economic growth.


Works with other agencies on various water conservation programs and projects.


Acts as a liaison with state and local agencies.


Corresponds with regulatory agencies in person, by telephone and in writing.


Works with representatives from other utilities in Brevard County to plan and implement countywide outreach and education programs.

Assists with citywide events as needed. 


Selects and purchases materials and equipment to support functions and activities.


Monitors City ordinances regarding water conservation, sustainability, reuse, and irrigation.


ADDITIONAL JOB FUNCTIONS:

Utilizes computerized data entry equipment and various word processing, desktop publishing, presentation, spreadsheet, database and/or file maintenance programs to enter, store, present and/or retrieve information as necessary.


Prepares annual budget, projects annual costs of programs and changes, prepares related reports as required. Periodically compiles and prepares technical data on operational activities.


Performs other related work as required.
