Summary
SUPERVISION RECEIVED: This position is supervised by the Planning Manager.
SUPERVISION EXERCISED: None.
Essential Function Duties and Responsibilities
- Gathers, interprets, and prepares data for studies, reports and recommendations.
- Coordinates department activities and work with other departments and agencies as needed.
- Provides technical and professional advice, makes presentations to supervisors, boards, commissions, civic groups and the general public.
- Provides information on land use applications, ordinances, codes, plans and related planning programs, services, or regulations to architects, engineers, developers, contractors, owners, community groups and interested persons.
- Assists in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, solid waste or other plans and codes to meet the City's needs and any inter-governmental agreements or requirements.
- Evaluates land use proposals for conformity to established plans and ordinances; evaluates proposals' development impact as they relate to the adopted plans of the City and makes recommendations.
- Provides staff support to the Planning Zoning and Appeals Board as needed and assigned.
- Evaluates land use applications and site plans for compliance with applicable local, state or federal laws.
- Monitors assigned land use applications through the approval process, and prepares reports and related data as required.
- Verifies zoning classification prior to issuance of Business Tax Receipts.
- Reviews preliminary plats and development construction plans for compliance with approved site plans and development orders.
- Evaluates environmental information and recommends mitigation measures to reduce adverse impacts of development.
- Assists City staff in the enforcement of local ordinances and in interpreting City codes and master plans.
- Updates a variety of maps.
- Acts as the Planner-on-Call, as needed
- Engages in Emergency Management Training & helps co-ordinate departmental Emergency Management responsibilities
- Prepares graphics and maps for a variety of reports, plans, grant applications, publications or meetings.
- Assists in maintaining the data base of information for planning purposes.
- Responds to local citizens inquiring about local planning and zoning regulations and ordinances.
- Makes presentations to supervisors, boards, City Council and the general public
- Schedules meetings internally and externally with staff and applicants to discuss development proposals and projects in review
- Performs any other duties as required.
PERIPHERAL DUTIES:
- Serves as a member of various staff committees as assigned.
- Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning.
- Assists other planning staff members as needed.
Minimum Qualifications
- Bachelor's Degree in urban or regional planning, landscape architecture or a closely related field such as geography, public administration with studies in planning or growth management, and
- Experience in municipal planning, or
- Any related combination of training and experience
Special Qualifications/Preferences
- Valid State of Florida Driver's License with good driving record
- Master's Degree in Urban Planning preferred
- American Institute of Certified Planners (AICP) certification preferred.
Eligibility: Coverage in the City’s group insurance plans begins the first of the month following thirty (30) days of employment.

Long Term Disability: 60% of salary up to $5,000 monthly, provided at no cost
Employee Assistance Program: Six (6) visits per calendar year, per issue, provided at no cost.
Wellness Program: Voluntary wellness initiatives that promote and reward health awareness.
Pension Plan: Provided through the Florida Retirement System (FRS). Choice between the Investment Plan with a one (1) year vesting schedule, and the Pension Plan with an eight (8) year vesting schedule. Mandatory 3% pre-tax contribution.
Holidays: Eleven (11) days per calendar year. One (1) Floating Holiday per calendar year.
Personal Leave: Sixteen (16) hours accrued monthly used for vacation, illness, or personal time away from work. Personal Leave is tiered based on years of service and increases overtime.
