The City of Palm Coast is seeking an intern to assist with ADA Compliance on public facing documents to help the city provide universally-accessible digital content to its residents and visitors. The City of Palm Coast is responsible to have its websites, applications, and all public facing documents in an accessible format for all users by April 2026 per Federal Law.
The intern will be working closely with the departments to remediate and create templates for both fillable and non-fillable forms that are compliant with the Web Content Accessibility Guidelines (WCAG) put forth by the Word Wide Web Consortium (W3C).

This is a volunteer opportunity with flexible hours that will tailor to the intern's academic/work schedule.

- The intern shall remediate all PDFs to meet current accessibility standards, including, but not exclusive to applying and organizing document content tags, adding alternative text and table summaries, adding proper table and list structures, setting document properties, identifying and tagging graphics and figures, verifying color contrast, bookmarking pages, etc.
- Create accessible templates as requested by the city.
- Non-fillable forms must be converted to electronically fillable forms with appropriate tooltips.
- All PDFs should pass Adobe's Acrobat Accessibility Checker or equivalent document accessibility checkers. Each document shall be verified using one or more screen readers to test for accessibility and usability.
- Once documents are remediated, if accessibility barriers/issues remain, the intern must review and remediate the documents for corrections prior to sending to the department representative.
- All electronic documents or data identified by the city as needing remediation shall be provided to the intern electronically. All materials provided remain the property of the City and shall not be retained, copied, distributed, or otherwise held by the intern.
- Deadlines will be included with each service request. If additional time is needed based on the scope of the request or current workload, the intern and city representative will establish a reasonable production timeframe.
- Audits must provide comprehensive reports and easy to understand explanations of identified errors.
- More advanced issues identified in website audit reports should also include solutions for how the errors can be fixed by the intern.
