The City of Palmdale is currently recruiting for Senior Program Leader positions.

Senior Program Leaders provide technical and functional supervision over assigned program staff, coordinate and implement a variety of community services programs, and provide responsible staff assistance to professional staff. This position provides a high level of customer service, must be engaging to local community partners, and have a strong communication skillset.

We are currently recruiting for several divisions, including:

• Parks Programming

DISTINGUISHING CHARACTERISTICS:

Senior Program Leader

Positions at this level perform the most difficult duties; possess a specialized technical or functional expertise.  Incumbents are assigned significant responsibilities above the advanced journey level, possess specialized knowledge, abilities, skills and experience, and exercise independent judgment and initiative in the performance of their duties. Positions in this class may be flexibly staffed and are normally filled by advancement from the level II class.

Essential and other important responsibilities and functions may include, but are not limited to, the following:

  • Assist in the planning, coordinating and conduct of recreation activities for children and young adults at parks, community centers, school fun centers and camps; implement activities such as games, contests, arts and crafts, skits and sports.
  • Ensure the set-up and safety of facilities for planned activities; may prepare rooms for use by patrons; set up and take down tables, chairs, and related equipment.
  • Oversee the use of the facility, insuring patrons conform to the established policies and procedures; ensure security of the facility at the end of the day.
  • Report facility maintenance concerns and maintain adequate supplies and inventory by reporting needs.
  • Assist in special events and other recreational activities including Fourth of July, Summerfest, Halloween, Fall Festival etc. as needed.
  • Assist in researching and preparing creative recreational activities; assist in maintaining records of activities and preparing reports on programs, accidents, discipline problems and staff meetings as necessary.
  • Disseminate program publicity as required.
  • Attend meetings, training sessions, and conferences; assist in making presentations and provide information regarding programs.
  • Perform related duties as assigned.


Senior Program Leader

  • Plan, coordinate and review the work of assigned part-time recreation staff; assign part-time staff to specific youth or adult recreation programs; monitor program effectiveness.
  • Assist in the development of recreation program goals, policies and procedures; develop objectives related to area of assignment.
  • Develop and implement publicity for human services programs and services provided by the department; prepare news releases, special announcements and informational bulletins.
  • Develop youth or adult programs and services by assessing the needs of the community; coordinate, implement, and schedule a variety of programs and activities for various age groups and interests.
  • Oversee the specifics of programs including facility cleanliness and availability, supply purchasing, dissemination of program information, and agreements with contract instructors.
  • Organize and participate in fundraisers.
  • Research and prepare various reports, publicity and statistical data as required; maintain records.

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: 

Experience:

  • SR Program Leader: Two years of experience in recreation programming, facility operation and/or supervision in the fields of human services, cultural arts, recreation, leisure services or related areas.

Education: 

  • SR Program Leader: Equivalent to the completion of one year of college course work in recreation, community services or a related field.  



Licenses/Certifications/Other Requirements:

Must be at least 16 years of age by July 1 of the current year.

Knowledge of:

  • Basic methods, procedures and practices of recreational activities.
  • Principles and practices of supervising children and young adults.
  • Principles and practices of coordinating activities.
  • Safe work practices.

SR Program Leader

  • Principles, practices and objectives of recreation program implementation for various age groups.
  • Principles and practices of long-term recreation program planning and organization.
  • Principles of public information dissemination.
  • Planning, assigning and reviewing the work of the part-time staff.

Ability to:

  • Learn the principles and objectives of recreational activities.
  • Deal effectively with a variety of groups and individuals.
  • Understand and carry out oral and written directions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

SR Program Leader

  • Plan, organize and review the work of assigned staff.    
  • Develop program goals and objectives and assist in developing policy and procedures.
  • Develop and implement a publicity program for recreation activities.

WORKING CONDITIONS:

Physical Demands:

Mobility: frequent standing for extended periods of time, bending, stooping, sitting, walking on uneven ground as required by programs.

Lifting:  frequently up to 25 pounds; occasionally up to 50 pounds. 

Vision:  constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.

Dexterity:  frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching.

Hearing/Talking:  frequent hearing and talking in person. 

Emotional/Psychological:  frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.

Environmental:  frequent exposure to noise; frequent exposure to dust and other environmental substances. 


WORKING CONDITIONS:

Work is often performed in an outdoor environment with exposure to varying weather conditions. Work is subject to site noise and environment including exposure to loud equipment and machinery; Work is performed at various locations. 


Incumbents in this class are required to work irregular hours on a regular basis, including evenings and weekends.  Will not be required to travel.
