What are the responsibilities and job description for the Parks and Facilities Assistant Manager position at City of Palmer?
The employee occupying this position is responsible for assisting the Parks and Facility Manager (PFM) with daily operations in summer and winter, including facility scheduling, inventory control, operating pro shop and concession stand, cashier services, resurfacing ice sheet, opening and closing building, crowd control, and maintenance duties as required at an indoor ice arena. In summer months, the employee will be responsible for supervising a seasonal staff of parks and recreation employees whose primary duties are groundskeeping of city recreational fields and parks.
The Parks and Facility Assistant Manager (PFAM) is expected to assist the PFM in the normal day-to-day activities. Work is normally done manually or with the assistance of equipment. Tasks will vary; however, each task is generally of a highly routine nature and performed according to readily available standards and guidelines. Tasks performed outside the normal routine are received orally or in writing. This is a full-time 40-hour week position, however, work will include weekends and shifts beginning as early as 5:00 AM or ending as late as 1:00 AM. Work is performed with independence within prescribed guidelines, standards and procedures involve some judgment and discretion in carrying out assignments. Summer hours will ordinarily be 40 hours worked on weekdays, with shift times to be determined by the PFM.
Generally, this an employee occupying this position will work at the MTA Events Center from September through April and will act as the ground’s maintenance foreman May through August.
- Provide leadership and guidance to seasonal employees and volunteers in absence of the PFM.
- Perform general custodial duties to include, but not limited to, sweeping floors, mopping floors, emptying trash, cleaning windows and Plexiglas, washing walls, and cleaning restrooms.
- Remove snow and ice from path and outside immediate area of building.
- Operate cash register, telephone, copier, automatic floor scrubber, snow blower, ice resurfacer, hand tools, small power tools.
- Act as cashier. Control cash register, balance tills, prepare daily cash reports and bank deposits.
- Assist in work schedules, provide in service training in arena operations, programs, general maintenance, and safety matters.
- Maintain inventory control and order supplies as needed.
- Observe and enforce all rules and regulations of the facility.
- Prepare ice sheet for skaters using a mechanically operated ice resurfacer.
- Prepares, removes, marks, and maintains surface of ice arena for different skating uses.
- Perform additional duties as assigned by the supervisor, including but not limited to, answering telephone, routine office work, minor building maintenance, ensuring building security, working with, and maintaining all ice arena equipment, and referring problems to supervisor.
- Provide minor servicing and maintenance to facility, equipment, and machines; assists in painting and remodeling projects as directed.
- Provide leadership and supervision of assigned employees.
- Perform grounds maintenance work including but not limited to grass, tree, flower and grounds maintenance; maintenance and repair of signs, park and playground equipment, sidewalks and fences and painting as required.
- Perform regular inspection of park, sports field, and playground equipment. Direct the repair, replacement, or maintenance of park, sports field, playground equipment, and facilities to assure safe conditions.
- Operate riding and push lawn mowers and small tools, including but not limited to chain saws, grass cutters, weed cutters, and power hand tools.
- Responsible for safe operation, care and maintenance of tools and equipment.
- Perform general cleanup of grounds by removal of rocks, brush, debris, and other materials. Collect and dispose of litter.
- Load and unload equipment from trailers or light trucks. Transport equipment to and from various work sites.
- Perform related work as required.
High school diploma or equivalent, an Alaska State Driver’s License and a minimum of one year progressively responsible experience associated with the operation and maintenance of an ice arena and parks and facilities. Must be at least eighteen (18) years of age.
- Knowledgeable in the use of office equipment, including Microsoft Word and Excel.
- Knowledge and ability to effectively operate ice resurfacing equipment.
- Knowledge of the hazards and safety practices associated with the operation of an ice arena, including the practices associated with the use of R-22 (Freon), a known hazardous substance.
- Ability to obtain licensing to operate city of Palmer R-22 (Freon) compressor system.
- Knowledge in the methods and techniques used in the general maintenance and repair of buildings, grounds, and equipment.
- Ability to operate equipment and use tools in a skillful and safe manner.
- Must have or be able to obtain within thirty (30) working days from date of hire a pesticide applicators license.
- Ability to learn the methods, materials, and equipment ordinarily used in cleaning and maintaining buildings.
- Ability to perform the various custodial tasks associated with the care and cleaning of buildings.
- Ability to understand and execute oral and written instructions.
- Physical strength and agility sufficient to perform the work of the class. Ability to work as a member of a team of staff working towards a common goal.
- Ability to multi-task to perform and manage multiple projects simultaneously.
- Ability to meet attendance requirements for the position.
- Ability to communicate and effectively work with patrons of all ages, parents, public, volunteers, and staff.
