Description

This position is responsible for conducting inspections of city utilities projects to ensure compliance with plans and specifications. An incumbent in this position may be designated “Utilities Field Inspector Trainee", "Utilities Field Inspector II or "Utilities Field Inspector III.”

Examples of Duties

  • Conducts quality control inspections of capital improvement projects; ensures compliance with plans and specifications.

  • Makes inspections of new potable water, wastewater, and reclaimed water projects.

  • Reviews as-builts for proper documentation.

  • Coordinates with project engineers, contractors, sub-contractors, and the public.

  • Prepares daily activity reports; takes photographs; completes required testing.

  • Prepares detailed reports and records of inspection results.

  • Reviews and recommends payment of contract pay requests.

  • Performs Certificate of Occupancy inspections; performs field verifications of utility connections for new residential and commercial projects.

  • Performs non-permitted and permitted utility connection testing.

  • Assists Fire Inspectors with fire main testing and water control inspections.

  • Coordinates sewer, water, and reuse taps with contractors.

  • Performs related duties.

Typical Qualifications

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.

  • Trainee – Possession of a high school diploma/GED and technical utility experience, three (3) years of technical utility experience, preferably two (2) years or more on construction projects, such as water and wastewater plants, large pumping stations, water mains or sanitary sewers and force main.

  • Inspector I – Possession of a high school diploma/GED and technical utility experience, three (3) years of technical utility experience that includes at least one (1) year of prior construction inspection or testing on construction projects, such as water and wastewater plants, large pumping stations, water mains or sanitary sewers and force mains.

  • Inspector II – Possession of a high school diploma/GED and technical utility experience, five (5) years of technical utility experience that includes at least three (3) years of prior construction inspection or testing on construction projects, such as water and wastewater plants, large pumping stations, water mains or sanitary sewers and force mains.

  • Inspector III - Possession of a high school diploma/GED and technical utility experience, ten (10) years of technical utility experience that includes at least five (5) years of construction inspection or testing on construction projects, such as water and wastewater plants, large pumping stations, water mains or sanitary sewers and force mains; one (1) year of work experience must include public works contracts administration.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of water, wastewater, and reclaimed water utility system construction principles.

  • Knowledge of construction processes and terminology.

  • Knowledge of construction inspection processes and procedures.

  • Knowledge of city and department policies and procedures.

  • Knowledge of computers and job-related software programs.

  • Skill in reading blueprints and construction documents.

  • Skill in performing mathematical calculations.

  • Skill in conducting inspections and recording results.

  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The Assistant Utilities Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include city standard utility details, project plans and permits, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied construction inspection duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.

  • The purpose of this position is to perform construction inspections. Successful performance ensures compliance with plans and specifications.

CONTACTS

  • Contacts are typically with co-workers, other city personnel, architects, developers, engineers, construction superintendents, and the general public.

  • Contacts are typically to give or exchange information, resolve problems, justify matters, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while standing, walking, bending, crouching, or stooping. The employee occasionally lifts light object, climbs ladders, and distinguishes between shades of color.

  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

PTO Leave: Leave begins accruing immediately. The schedule varies slighter for Fire Fighters.

PTO begins accruing immediately. At the end of the year, any unused annual leave will roll over to the next year. Time will be accrued bi-weekly and shown on each paycheck.

RETIREMENT: General employees are fully vested after 10 years of employment. Employees can become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. General Employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on your credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.

INSURANCE:* Florida Blue Health, Humana Dental & Securian Disability, Basic Life, and AD&D Insurance premiums are paid in full by the City for the Employee. Florida Blue Tiered Family Coverage available but paid by Employee via paycheck. (Blue Option LG Plan 03559 Spouse only $621/month; Child/Children $531/month; and Family $1,188/month) (Blue Option LG Plan HDHP Spouse only $280/month; Child/Children $244/month; and Family $535/month).

Spouse Dental Coverage only $34.85/month; Child/Children $49.31/month; Family Dental Coverage $87.48/month. Vision Coverage available: Employee only: $5.24/month; Spouse only $10.50/month; Child/Children $9.97/month; and Family $15.67/month). Both are covered by Humana. The City also offers a suite of Allstate Worksite products available for purchase.

Note: Insurance coverage takes effect on the 1st of the month following your hire date.
