Major Functions

Under the general guidance and leadership of the Director of Public Works, the Equipment Operator III is responsible for the operation of complex and heavy earth moving equipment, accuracy and field knowledge to ensure safety and efficiency. This position requires substantial skill with working in and around fenced areas, alleys, roadways and other areas with limited clearance and requiring caution and navigation abilities at the highest of level. Maintenance of CDL credentials are critical at all times for this position.

This position is designated as an emergency essential position that requires performance of emergency duties and actions to prepare, repair and recover the City before, during and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, severe thunderstorm, flash flooding etc.) or other conditions (natural or manmade).

Essential Duties

  • Operates heavy grader to small maintainer type grader in finish grading, blading, smoothing roads, cutting slopes, and establishing new grades to fine measurements, elevations, and specifications.
  • Operates a lowboy, loads dump truck and trailers, front-end loaders, excavators, mowing machines, concrete truck and various s other construction and automotive equipment.
  • Transports equipment to work site, operates all equipment including assisting other operators with all levels of equipment
  • Operates rubber tire and track based loader, backhoe, front end loader, dozers, excavators, link belt, etc equipment..
  • Act as lead operator within crews in road building operations.
  • Operates hydraulically operated excavation equipment such as Gradall, excavator and other types of equipment.
  • Fills holes, repairs road shoulders, does ditching and drainage construction with grader, backhoe, excavator, loaders etc.
  • Performs daily safety inspections of assigned equipment prior to and after use; performs routine service and maintenance.
  • Occasionally may operate a simple flatbed or dump truck, or a variety of minor powered machinery and equipment. May participate generally in the laboring work of the crew as workload demands.
  • Lubricates, services, and makes minor inspections and corrections on vehicles in a shop or field.
  • Works in trenches or excavations often with water in excavation.
  • Knowledge of Maintenance of Traffic (MOT) and work zone safety.
  • Directs and flags traffic.
  • Performs other duties as assigned.

KNOWLEDGE, ABILITIES AND SKILLS

  • Thorough knowledge of the operation, maintenance, adaptabilities, limitations, and safety precautions of the equipment to which assignment is made.
  • Knowledge of safe work practices and use and care of construction equipment.
  • Ability to make emergency repairs and to assist in making general repairs of motor driven and other construction equipment.
  • Skill in the operation of heavy construction equipment, and knowledge of traffic and highway safety rules and regulations.
  • Ability to operate heavy equipment over rough terrain and to perform manual labor occasionally under adverse weather conditions.
  • Ability to establish grades with surveying equipment or instruments.
  • Ability to understand and follow oral and written instructions.
  • Knowledge of Maintenance of Traffic (MOT) and work zone safety.
  • Ability to develop and maintain cooperative, courteous and effective working relationships with other departments, fellow team members, vendors, contractors and the general public.
  • General knowledge of the methods, practices and techniques used in the work assigned.
  • Ability to work under adverse conditions, (heat, cold, inclement weather) and be able to perform manual type labor (digging, heavy lifting, etc.).
  • Ability and willingness to work at heights well above ground level from / out of various types of equipment.
  • Ability and desire to comply with all City safety policies and programs in the performance of their work to include, but not limited to, vehicles, equipment, tools and facilities.

MINIMUM QUALIFICATIONS

  • Graduation from high school or possession of an acceptable equivalency diploma.
  • Five (5) years experience in the operation and routine maintenance of heavy, medium and light duty construction vehicles, tools and equipment typical of use within the City.
  • CDL Class B License w/ air brakes endorsement.

A comparable amount of training or experience may be substituted for the minimum qualifications.
