MAJOR FUNCTIONS
Under the general guidance and leadership of the Director of Development Services, the Plans Examiner for Building Services is highly skilled and advanced technical work in the review of building plans, blueprints, diagrams, surveys, specifications and similar documents. This position reviews the documents required for building construction of residential and commercial buildings, additions, alterations or repairs for compliance with the Florida Building Code and other additional codes, ordinances, standards and laws. This position is involved in educating the general public regarding compliance and challenges in the utilization and functionality of building codes, ordinances, standards and laws.

· Review plans, specifications and other data submitted to ensure conformance with building, electrical, plumbing, mechanical, life safety and other applicable codes, ordinances, standards, and laws.
· Communicates with architects, engineers, contractors and the general public in person, telephone or via written documents in a cooperative, efficient, professional and effective manner relating to code requirements.
· Provides technical advice regarding proposed projects.
· Determine occupancy use, group and type of construction to verify that submitted data complies with specific code requirements.
· Provide advice and assistance to other team members within the office and those actively in the field regarding code interpretations.
· Ensures and advises on consistency in the interpretation of codes between team members.
· Performs work as Building and/or Property Inspector.
- Educate and communicate with citizens and businesses in a positive and cooperative manner to achieve compliance with Federal, State and municipal codes relating to their property and building codes.
- Communicate effectively, cooperatively, professionally, and team-focusedly with various other departments, leaders, professionals, and team members in writing and orally.
- Works in a cooperative and team-focused manner with other agencies, team members, leaders and other governing authorities as it relates to building services and codes.
- Prepare reports and presentations for use by Chief Building Official and other team members.
- Ensures that maintain all current continuing education and training to maintain certifications and licenses.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
· Thorough knowledge of building code requirements, construction design and other related ordinances, standards, laws and regulations governing building construction.
· Knowledge of approved methods and materials used in building construction and allied fields.
· Knowledge of the practical relationship of building construction, materials and methods of code adherence.
· Skills in general mathematics and basic arithmetic including ability to calculate and verify calculations.
· Excellent writing skills in standard business English including ability to write reports, communication and presentation support.
· Strong organization and record keeping skills.
· Technical vocabulary as it relates to building services, code compliance, construction, planning and related fields.
· Ability to read and interpret large volumes of plans, blueprints, working drawings and construction diagrams and to recognize code violations.
· Ability to recognize deviations from such plans in building construction and installation processes.
· Ability to establish and maintain effective, cooperative, team focused, courteous and professional working relations with contractors, architects, property owners, general public and other team members.
· Ability and desire to provide excellent customer service to internal and external customers in person, telephonically and in writing.
· Ability to discuss construction and design methods, relating to the codes, with architects, engineers, contractors, homeowners, general public and other team members.
· Ability to exercise considerable initiative and independent, sound judgment and to work with minimum supervision.
- Ability to learn the geography of the City, proximate areas and City road network.
- Ability to utilize maps and general navigation including directions to find and describe property, locations and areas of discussion.
· Ability to understand and complete complex oral and written instructions in a manner that is professional and courteous.
· Skills, ability and desire to enforce building codes in a tactful, professional and uniform manner.
- Strong knowledge of Microsoft products including but not limited to Work, Excel, PowerPoint and Outlook.
- Knowledge of the building codes, ordinances and standards relating to construction and property maintenance.
- Knowledge of structural, electrical, plumbing, mechanical and gas construction methods.
- Strong interpersonal skills to encourage compliance with various building codes and best practices approached from a servant and educational perspective.
- Ability to learn and implement education in construction and design fields.
- Ability to independently learn and utilize third party software.
- Ability to ensure that all required continuing education and training is completed to maintain certifications and licenses.
MINIMUM QUALIFICATIONS
- Graduation from high school or possession of an acceptable equivalency diploma.
- Bachelor’s degree in construction, architecture, engineering, or related field is preferred.
· Five (5) years of experience as a plans examiner or building inspector in a governmental
· Agency.
· Valid Driver’s License.
· State of Florida, Department of Business and Professional Regulation, Standard
Plan Review Certification in the following fields: Building, Electrical, Residential Electrical,
Mechanical and Plumbing or equivalent ICC Certifications or ability to obtain within One (1) year.
· State of Florida, Department of Business and Professional Regulation, Standard
Inspector Certifications in Building, Electrical, Residential, Electrical, Mechanical or Plumbing preferred.
A comparable amount of training or experience may be substituted for the minimum qualifications.
