What you'll do:
This position performs first–line supervisory work of more than average difficulty directing the maintenance, repair and cleaning of City Streets, sidewalks, and storm drains. The incumbent assigns and supervises the work of Streets crew in such activities as the operation of equipment, facilitation of landscaping duties, and inspection of overall maintenance. The employee is responsible for the preparation of work schedules, assignments of crews and technical direction over the work performed. Work assignments are received from a superior in written or oral form; however, the employee exercises considerable initiative and independent judgment in determining work methods, equipment, material and personnel needs in assigning work.
Essential Job Functions
- Supervises the daily activities of all staff and private contractors.
- Inspects all projects within Streets crew including bumper stops, drains schedule, trimming maintenance, roads, sidewalks, canal water levels and trash.
- Oversees landscape contractor work and reports and reports any services not completed.
- Prepares work orders and ensures they are being completed effectively.
- Responds to emergency calls.
- Supervises the Irrigation division.
- Checks supplies and ensures checks are performed prior to shifts.
- Orders PPE/MOT/Streets and Hurricane supplies.
- Completes projects such as operating equipment, and marks areas for asphalt and concrete work.
- Orders sign materials for replacement and maintenance.
- Checks all fleet for plates, vehicles, small equipment and paperwork
- Attends meetings with Directors, Public Works crew, and Contractors.
- Fills in for street crew employees when necessary.
- Attends training classes when offered on Stormwater procedures, machine training and other courses as needed.
- Completes monthly production reports, fleet sheets, time sheets, gas paperwork, and equipment.
- Fills gas cans and equipment for the crew.
- Performs biweekly checks of street lights, and reports and defects to Florida Power and Light (FPL).
- Responds to all emergencies including hurricane or extreme weather incidents.
- Oversees all streets maintenance services provided by the City of Parkland: concrete repairs, asphalt repairs, drain and sign maintenance, pressure cleaning, landscaping, swales and damage, painting, carpentry, bumper stops, grapple truck, ranches canal system pumps, trash and roadways.
- Responsible for driving and/or operating vehicles and heavy equipment.
- Performs other related duties as required/assigned.
Qualifications
MINIMUM EDUCATION AND EXPERIENCE
- High School Diploma or GED.
- Four (4) years of progressive responsibility in a street maintenance environment.
- Must possess FEMA 100, 200, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment.
- Must possess a valid state of Florida Class “B” CDL driver’s license (or the ability to obtain one within six (6) months from date of hire) with an acceptable driving record.
- Knowledge of principles, practices, techniques, and equipment used in modern maintenance operations.
- Knowledge of tools and equipment used in grounds maintenance.
- Knowledge of the principles, practices of athletic fields maintenance.
- Knowledge of proper cleaning practices.
- Knowledge of budgetary development, administration and control.
- Skill in the use small office equipment, including copy machines or multi-line telephone systems.
- Skill in using computers for word processing and accounting purposes.
- Ability to establish attainable goals, objectives and work plans, to supervise and motivate subordinates to achieve goals and objectives in a timely and effective manner.
- Ability to communicate to employees oral and written instructions.
- Ability to operate a computer using Word, Outlook, and any other appropriate program.
- Ability to establish and maintain effective working relationships with other employees, consultants and contractors and the public.
- Ability to effectively and accurately communicate orally and in written form, including good spelling and grammatical skills.
- Ability to perform / manage multiple tasks, projects, and priorities concurrently.
- Ability to be efficient, a self-starter, an independent worker and possess good work habits.
- Ability to lift and move heavy objects over short and long distances.
- Ability to mix toxic chemicals in a safe manner.
- Ability to read instructions, write simple reports, visually determine that work is being done correctly and hear when given instructions in a quiet or in a noisy environment.
Working Conditions & Physical Requirements
- Work requires decision making that could lead to major community or organizational consequences if this position fails to make the appropriate decision at the time.
- The work is very heavy and requires exerting in excess of 100 pounds of force occasionally and in excess of 50 pounds of force frequently, and in excess of 20 pounds of force constantly to move objects.
- Additionally, the following physical abilities are required: climbing, crawling, crouching, feeling, manual dexterity, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
- Must be able to work outdoors and perform strenuous labor in all weather conditions.
- May occasionally be exposed to toxic fumes, caustic chemicals, various wildlife and vermin.
- The incumbents in this position will be required to work before, during and post emergency operations related to tropical storms, hurricanes, tornados, floods, fires and acts of terrorism.
