The City of Pasadena Public Health Department is currently seeking enthusiastic and skilled Community Services Representative I's to serve in a "Promotor / Community Health Worker" role to support the Promotores program. The Promotores program works to improve the health and well-being of families in Pasadena. These individuals work with community members to learn about community member's experiences in Pasadena and connect them to resources. Promotoras / es draw on their own lived experience to learn about community needs and deliver public health messages and resources.

The Promotores program functions out of the Department's Health Promotion & Policy Development Division and seeks to hire nine part-time, limited-term Promotoras / es that work a varying work schedule with an average of 4-10 hours per week.

IDEAL CANDIDATE

The ideal candidate will be a member or have a close understanding of the Pasadena community, have a desire to help improve the health and well-being of the Pasadena community, possess a passion for helping others; ability to take initiative; display sympathy, respect, understanding of community values and members; have experience with navigating community resources; be an effective communicator with strong public speaking and relationship building skills; can work in an outdoor setting as part of a field-based team (including tabling and door-knocking); have an interest and passion in helping the community, and demonstrates compassion, problem-solving skills, and a collaborative approach to teamwork.

ABOUT THE DEPARTMENT

For over 130 years, the Pasadena Public Health Department has been responsible for helping protect, maintain, and improve the health of the Pasadena community. The City of Pasadena is one of only three cities in the State of California that maintains its own independent local health jurisdiction with responsibility for a wide variety of services that support the three core functions of assessment, policy development, and assurance.

These are limited-term grant-funded positions with current funding through September 30, 2025. Many public health positions are funded through external grants with various time durations. We are excited about serving our community and we hope you are too. Come join our team and grow with us!

Essential Functions

The major responsibilities of this position are listed below. For more detailed information, please review the

  • As part of the Promotores team, provides information, referral, and linkages to community residents and organizations within Pasadena to improve public health.

Provides outreach & support to members of the Pasadena community through community conversations at scheduled events, through door knocking, and canvassing.

Conducts health education classes in schools and community settings.

Participates in weekly team meetings, at least one outreach event each week, regular trainings, and other meetings as requested.

Prepares for each outreach event by ensuring wagon materials are complete and reviewing outreach materials to engage in effective community conversations.

Completes the Event Reach Tracker after each interaction and daily debrief form at the end of the event.

Ensures outreach materials are presented in a clear, positive, and helpful manner.

Assists in tracking program reach and completes required programmatic reporting in a timely manner.

Provides liaison coordination with local and other governmental and community and service-providing agencies.

Performs all functions and activities within the guidelines and philosophy set forth in the Pasadena Public Health Department Strategic Plan, policies, mission, goals, and vision.

Works with other Promotores to ensure unity and teamwork.

Represents the City in the community and at interdepartmental, interagency, and professional meetings.

Regular attendance is an essential function of this classification.

Ability to travel locally as needed.

    EDUCATION AND EXPERIENCE

  • Graduation from high school or GED equivalent.
  • One year experience providing community service, outreach and / or health education

    Knowledge of the local Pasadena community and resources

    Equivalent combination of training and experience

    PREFERRED QUALIFICATIONS

  • Knowledge of and / or is part of community served
  • Certificate or any training as a Promotora / Community Health Worker

    One-year related experience working directly with community members and connecting them to local resources

    Bilingual preferred (English and Spanish or Mandarin)

    Reliable transportation

    Flexible hours and availability on weeknights, weekends, and holidays as needed

    SELECTION PROCESS

    The selection process may consist of an evaluation of training and experience and the most highly qualified candidates may be invited to participate in either a written, oral, or performance examination, and a department level interview.

    VACANCY INFORMATION

    There are currently nine part time, limited term grant-funded vacancies that work a varying work schedule with an average of 4-10 hours per week in the Health Promotion & Policy Division of the Public Health Department.

    The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future.

    Candidates selected for this position are subject to a one-year probationary work period.

    Special Requirements

    Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.

    Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

    Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

    All employees are required to pay the full employee contribution to CalPERS.
