The Parks, Recreation, and Community Services Department is seeking a Community Services Representative II (ROSE Program Aide) to assist in determining initial and ongoing eligibility of applicants to and participants in City ROSE program.
The ROSE Program (Realizing Opportunities through Skillful Employment) is an internship program for Pasadena youth and young adults ages 14-24 in low to moderate-income households. ROSE workers earn up to $2,000 for training and completion of a 110-hour assignment.
This position is a part-time position working up to 19 hours per week, supports management-level and paraprofessional staff involved in the eligibility of applicants for the City ROSE Program and is primarily responsible for serving as the initial point person in gathering eligibility documents, ensuring applicable forms are completed with signatures, preparing client files and certify program eligibility, and responding to initial inquiries from clients.
The ideal candidate will have experience in providing community services, especially in verifying eligibility for a social services program, and a desire to serve the very low-income community. Experience in verifying income eligibility is especially desired. The successful candidate will have excellent communication skills, displaying empathy and care for others, attention to detail, and organizational skills. In addition the Community Services Representative II (ROSE Program Aide) will have strong work experience with teen and youth adult programming and coordinating.

Essential Functions

- Provides support to the Community Services Division for the City ROSE Program.
- Answers, screens, and refers telephone calls, emails, and other forms of client contact.
- Responds to questions from applicants and the public regarding ROSE and other City programs and services including clarification of regulations, eligibility requirements, processes, and procedures.
- Addresses escalated customer questions and complaints over the phone or at the public counter.
- Participates in neighborhood and empowerment activities which may include facilitating local community gatherings to address neighborhood issues.
- As a community liaison representative in a community center or facility, provides information and referral services to individuals and groups.
- Assists in providing direct services offered at a community center, including the physical set-up, maintenance and security of a center.
- Establishes and maintains liaison with community-based organizations and residents to promote a variety of community services and activities.
- Works with teens and youth adult clients on program eligibility.
- Provides liaison coordination with local and other governmental and community and service-providing agencies.
- Prepares correspondence, reports and records as necessary.
- Assists in providing direct services offered at the Department of Parks, Recreation and Community Services.
- Performs related duties as assigned.

Qualification Guidelines
- Graduation from high school or GED equivalent.
- At least (2) two years of experience in providing community services, social services programs.
- Knowledge of the local Pasadena community and resources; or an equivalent combination of training and experience.
Experience verifying income eligibility for social services highly desired.
- Experience working with teens and young adults providing community services programing highly desired.
The selection process may consist of any combination of training and experience evaluation, Subject Matter Expert (SME) review and the most highly qualified candidates may be invited to participate in a written, structured interview, performance examination, and/ or departmental selection interview.
