The Water and Power Department, Water Division, is seeking to fill one Engineer position in the Water Facilities group. The Engineer will oversee design and construction, prepares specifications, and administers contracts for a variety of water infrastructure projects related to pipelines, groundwater wells, booster stations, reservoirs, and other water related infrastructure. The incumbent also makes general engineering calculations, gather technical data, prepare reports, provide engineering support for operations and maintenance teams, and participate in the preparation of project budgets.

The ideal candidate will possess a strong background in design and construction management, innovation, creativity, and strong interpersonal and communication skills to establish and maintain relationships with contractors, vendors, outside agencies, and internal staff.
Essential Functions

- Directs and participates in the difficult technical engineering analysis and designs; oversees design and construction for a variety of water infrastructure projects; prepares and reviews engineering plans, specifications, designs, and estimates for construction and maintenance projects and systems; obtains permits for operations; makes engineering calculations in connection with field and office assignments; investigates problems and recommends solutions; ensures safety requirements and standards and recommends procedures for compliance; performs systems analysis; conducts tests and studies and submits results and recommendations for planning; uses computer technology to plan and solve engineering problems.
- Performs highly specialized design, research, or analysis on a project-by-project basis; prepares and updates project schedules; prepares status reports; prepares Engineering Job Orders and / or work orders; prepares proposals for bid; evaluates bids; prepares comprehensive reports; coordinates projects with other departments, outside agencies, contractors and consultants.
- Participates in the preparation of project budgets, estimating cash flow projections and providing cost justifications; monitors and ensures cost containment of projects within budget and section constraints; prepares proposals, specifications and agenda reports to purchase equipment and various materials and services for water system maintenance; maintains administrative and engineering records.
- Administers contracts; directs, prepares, reviews and approves contract documents and specifications, making modifications and recommending alternatives as needed; estimates construction costs and time requirements; negotiates contracts; prepares agenda reports for contract award; oversees contractors; coordinates work with others; reviews and inspects work in progress to ensure compliance with standards and specifications; initiates and negotiates Change Order documents; exercises cost control and monitors schedules; prepares and submits reports.
- Assigns, reviews, schedules and evaluates the work performance of subordinate staff; provides for their training and professional development.
- Establishes and maintains effective working relationships with contractors, vendors, outside agencies, the public and City staff; represents the division at meetings; make presentations.
- Gathers technical data required for planning a wide variety of engineering projects; prepares complex grant applications for project funding from various governmental agencies; evaluates programs and systems for performance and recommends appropriate solutions; provides technical expertise to others on major projects and programs.
- Acts in the absence of the Principal Engineer.

Probationary work period is one year.

Special Requirements
Must possess a valid Certificate of Registration as Professional Civil Engineer issued by the State of California.
Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.
Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.
