The Pasadena Water and Power Department is eager to fill its vacancy for Water System Trainee.This position will support Water Operations and Water Construction. The ideal candidate will perform routine manual laboring work involving minor construction, maintenance, repair activities, and a wide variety of tasks in the installation, repair and maintenance of City water system facilities including water mains, service laterals, valves, meters, fire hydrants, pumps, wells, treatment plants and related appurtenances.
Water System Trainee is the entry-level training class in the water construction and distribution job series. Under direct supervision, incumbents learn and perform a variety of semi-skilled and skilled duties in the installation, maintenance and repair of the City's water distribution systems, facilities and equipment.
Note: Two eligibility lists will be established for this position: one Open Competitive and one Promotional. The promotional list may take precedence.
Essential Functions

- Removes broken concrete and prepares streets for paving; shovels, spreads, and tamps asphalt.
- Loads and unloads materials, equipment, and supplies, installs barricades and flashers.
- Provides manual assistance to semi-skilled and skilled workers.
- Occasionally operates pneumatic power tools and light motorized equipment.
- Performs routine and semi-skilled work in the installation, repair and maintenance of water mains, service laterals and associated water distribution system facilities and equipment; carries out duties with careful attention to City and all other applicable safety, traffic and environmental regulations.
- Performs digging, excavates sidewalks, streets, trenches and calverts, back fills, compacts and fills excavations, installs metal plates, temporary asphalt patches or mixes and pours concrete patches.
- Installs, repairs, replaces and maintains fire hydrants to meet standards and requirements; excavates fire hydrants and exposes laterals and mains; replaces cast iron laterals.
- May operate a front end loader to load dump trucks and flatbeds, light to medium trucks, skip loaders, pavement breakers, hydraulic pumps, tapping machines, concrete saws, valve machines, jackhammers, pipe cutters, power generators, tampers, and a wide variety of other hand and power equipment upon proper training.
- Inspect and maintain water facilities.
- Take water quality samples.
Qualification Guidelines
EDUCATION AND EXPERIENCE
Graduation from high school or GED equivalent and relevant experience based on the level of appointment and six months of experience in a job requiring heavy physical labor, such as utility or public works-related maintenance and construction work.

Special Requirements
The following licenses are required as a condition of continued employment:
A Water System Trainee must possess a valid Class C driver's license at time of appointment and obtain a valid California Class B driver's license with Air Brake and Tanker endorsements within 12 months of appointment. Incumbents must comply with the City's Motor Vehicle Safety Policy during the course of employment.
The following certifications issued by the California State Department of Health are minimum qualifications required as a condition of continued employment:
Water System Trainee:
Grade 1 Treatment Operator and Grade 1 Distribution Operator within 24 months of appointment.
A Water System Trainee must meet all conditions of employment by the end of the probationary period in order to maintain continued employment.
