The City of Paso Robles is excited to announce the recruitment for Management Analyst in the Department. This versatile position will be working in collaboration with the department director and staff to develop and administer departmental and program budgets, evaluate project and policy issues, conduct organizational and operational analyses, manage projects, implement long-range strategic plans, and formulate goals and objectives. The ideal candidate will possess strong collaborative and analytical abilities, excellent written and verbal communication skills, and project management experience.

The Organization
The City was incorporated in 1889 as a general law City that operates under the Council-Manager form of government with a general population of 30,907 as of January 1, 2024. The governing body consists of a five-member City Council and, beginning in 2020, the City is now divided into four voting districts, each district represented by one City Councilmember residing in that district; the Mayor's position remains at-large. The voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager, appointed by the City Council, is the Chief Executive Officer, and is empowered to appoint all non-elected employees, except for the City Attorney.
The City has a total annual budget of $170 million for fiscal year 2024 / 2025, and a total of 304.4 FTEs across the departments of : Administrative Services, City Manager's Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities.
Typical Duties
- Analyzes, researches, gathers, and interprets information on a wide variety of management matters such as budgets, legislation, grants, programs, asset management, contracts, and staffing, and prepares periodic or special reports based on conclusions.
- Provides recommendations regarding policies, procedures, organization, work methods and operations, programs, budget coordination, development, implementation, and other management-related areas.
- Participates in budget preparation and administration; monitors and controls expenditures; and conducts short and long-term departmental planning.
- Administers, coordinates, and oversees special studies, projects, and programs.
- Prepares and presents reports on recommendations, data, impacts, options, strategies, and conclusions based on analyses.
- Works closely with managers and other staff within the department and the City to anticipate, obtain, and provide ongoing and accurate information.
- Prepares revenue estimates and forecasts; prepares and monitors operating and capital budgets, grants, and contracts.
- Receives, researches, and responds to questions from outside agencies, other City departments, and the general public.
- Manages a variety of complex special projects, research studies, and other specialized functions.
- Obtains information from City departments and outside agencies regarding areas being analyzed such as funding sources, interdepartmental activities, and programs.
- Assists with the implementation, administration, and oversight of the facilities asset management system.
- Assists with the revision and development of fees, contracts, and compliance with City and department procedures, policies, and pertinent laws, regulations, and ordinances.
- Assists in the research and tracking of legislation and regulations; identifies the impact on departmental programs and activities.
- Provides internal and external support for large-scale community-wide celebrations and events.
- Coordinates with department staff to aid in analysis, negotiation, and vendor selection, and administer and monitor contracts.
- Participates in the development and implementation of departmental strategic plans.
- Attends and serves as a liaison at functions such as committees, task forces, community forums, commissions, and conferences.
- Provides direction to City staff, consultants, and vendors on assigned projects and activities.
- Supports public engagement, outreach, and communications activities by assisting with the preparation of public presentations, meetings, and other materials for the public.
- Performs related duties within the scope of this job classification as assigned.

Classic Tier 1 members participate in a formula of 2.5% at 55, with the employee paying an 8% member contribution, plus a 2% cost sharing contribution, for a total of 10%. The highest year is used for final compensation calculation.
