This recruitment is for Firefighter/Paramedics only.  At this time, the City is not currently recruiting for Firefighter/EMTs, however, you are encouraged to complete a job interest form should we open that position in the future.

The Community

El Paso de Robles, or "The Pass of the Oaks," is located halfway between San Francisco and Los Angeles, in San Luis Obispo County. Paso Robles is surrounded by scenic rolling hills and California’s premier wine regions and is only 27 miles from beautiful beaches. This thriving community of over 30,000 actively engaged residents possesses the benefits of a suburban-rural community while retaining a small-town feel. With over 200 wineries nearby and a bustling downtown with a variety of excellent restaurants and specialty retail, Paso Robles is fast becoming one of the most desirable places to live, work, and play.

 

Paso Robles has a long history of agriculture and hospitality resulting in a strong work ethic and an enjoyable quality of life. Once hailed as the “Almond Capital of the World”, Paso Robles is now known for top quality food, wine, beer, distilled spirits, and an annual calendar filled with events that celebrate everything from wine to pioneers to classic cars. Paso Robles has been honored by the national media, including Country Living’s “10 Best Small Towns in America”; Travel and Leisure Magazine’s “Best Small Towns to Retire to in America”; the Today Show’s “Top Summer Destination for 2021”; a New York Times “Must Visit Region”; Sunset Magazine’s “Best Travel Spots for 2021”; and Wine Enthusiast Magazine’s “Wine Region of the Year”.

 

The City understands the importance of business development and works hard to attract commerce in a diverse array of industries. The economic outlook for Paso Robles continues to be strong. The housing market is robust and offers a wide array of housing choices including new neighborhoods, houses with acreage, infill, and charming Victorian homes, with a median home price of about $634,500. Paso Robles also has excellent schools, both public and private. Approximately half an hour away is the nationally ranked Cal Poly State University in San Luis Obispo, and within the city of Paso Robles is Cuesta College, North County Campus.  

 

The Organization

The City was incorporated in 1889 as a general law City that operates under the Council-Manager form of government with a general population of 30,907 as of January 1, 2024. The governing body consists of a five-member City Council and, beginning in 2020, the City is now divided into four voting districts, each district represented by one City Councilmember residing in that district; the Mayor’s position remains at-large. The voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager, appointed by the City Council, is the Chief Executive Officer, and is empowered to appoint all non-elected employees, except for the City Attorney.

 

The City has a total annual budget of $170 million for fiscal year 2024/2025, and a total of 304.4 FTEs across the departments of: Administrative Services, City Manager’s Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities.


The Department 
As of the 25/26 fiscal year, the Fire and Emergency Services Department is expanding to 51 budgeted positions, which provide a variety of services to the community including fire prevention, fire suppression, paramedic services, rescue, hazardous materials, and other emergency responses. Fire and Emergency Services has automatic and mutual aid contractual agreements with CAL FIRE and other surrounding municipal departments for emergency response to these areas. The City and these agencies provide a clearly defined response plan for dispatching the nearest fire and EMS personnel and equipment to an emergency. The City currently has three fire stations that are staffed 24/7. The department's emergency response apparatus is comprised of: two first-out Type 1 engines, a reserve Type 1 engine, a Type 3 engine, a ladder truck, a heavy rescue, a rescue squad, an airport rescue firefighting crash vehicle, a Kawasaki Mule utility task vehicle, and an unmanned aerial vehicle (drone).

  • Respond to fire, medical, and other emergencies
  • Render advanced life support medical skills
  • Take appropriate action to protect life, provide for incident stabilization, property conservation, and protect the environment using a proper risk assessment
  • Connect and lay hose lines; enter burning area, including structures and grass and brush fires with hose lines, foam and other extinguishing agents
  • Assist in operation of nozzles and directing water streams
  • Operate a variety of auxiliary firefighting equipment 
  • Assist in educating the public in emergency preparedness measures
  • Participate in code enforcement and fire prevention measures
  • Perform residential and commercial building inspections 
  • Maintain current knowledge of firefighting, rescue, and emergency medical service procedures
  • Participate in pre-fire planning
  • Maintain and service fire vehicles and equipment
  • Clean and maintain fire stations
  • Maintain good physical condition
  • Perform other tasks as required

Knowledge of:
  • Principles, practices, methods, and procedures of modern firefighting, including prevention, inspection, emergency response, rescue medical aid, and maintenance of firefighting equipment and apparatus
  • Federal, state, and City codes, regulations, policies, agreements, technical processes, and procedures related to City and departmental activities
  • Business letter writing, techniques for preparing informational materials and the standard format for reports, correspondence, and other written materials
  • English usage, spelling, grammar, and punctuation
  • Occupational safety and health rules and regulations
  • Computer applications related to the work, including word processing, database, and spreadsheet applications
  • Records management principles and practices
  • Techniques for providing a high level of customer service to the public, representatives of other agencies, and City staff

Ability to:
  • Maintain firefighting equipment and apparatus
  • Render emergency medical care at the paramedic level
  • Demonstrate sound judgment, and remain calm and make decisions in emergency situations
  • Use initiative and independent judgment within established policy and procedural guidelines
  • Organize own work, initiating processes, coordinating projects, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction
  • Maintain good physical condition
  • Take a proactive approach to customer service issues
  • Establish and maintain effective working relationships with those contacted in the course of the work
  • Make accurate arithmetic and statistical calculations

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from high school.

Licenses and Certifications:
Must possess the following at time of application:
  • State Firefighter I Academy Certificate from an accredited agency recognized by the State Fire Marshal or an agency having authority, and/or a State Firefighter I Certificate issued by the Office of State Fire Marshal, IFSAC, or PRO Board
  • Current California and/or National Registry Paramedic License
  • At minimum, a valid California Class C driver license, and a satisfactory driving record
Within 90 days of appointment, must possess:
  • San Luis Obispo County Emergency Medical Services (EMS) Agency Paramedic Accreditation
  • San Luis Obispo EMS Agency required training and certificates per SLO EMS policy #342
Within 24 months of appointment, must possess:
  • State Firefighter I Certificate (if not in possession at time of appointment) 
Desired certifications include:
  • California State Fire Marshal Driver Operator 1A and Driver Operator 1B
  • California State Fire Marshal Firefighter II Certificate
  • Rescue Systems I

  • Must be current on the Firefighter Candidate Testing Center (FCTC) Statewide Eligibility List (SEL) on March 5, 2025. A passing score on the FCTC written test and CPAT must be dated between March 5, 2024 and March 5, 2025. It is highly recommended that candidates confirm their active status on the SEL at time of application. Any expired documents (such as a driver license) can lead to being removed from the list.
