Purpose of Position
The purpose of this position is to provide management-level engineering support to the City for all types of public infrastructure construction and maintenance including design, inspection, project coordination, planning, budgeting, and public relations.
Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be assigned.
Creates and reviews construction drawings, specifications, and bid documents. Appoves plans accordingly and oversees the engineering inspection of projects.
Provides support to the Community Developemnt Department in review of site plans, subdivision plans, and construction plans.
Manages procurement procedures for infrastructure projects and engineering professional services. Prepares and monitors budgets and reporting for projects and assigned funds.
Manages Assistant City Engineer, Engineering Technician, and GIS Technician. Provides instruction and training; plans, coordinates, assigns, and reviews work; maintains standards and evaluates performance.
Manages external engineering contracts with the City and utilizes engineering consultants for job duties as necessary.
Participates in preparing and udating the ongoing Capital Improvement Plan and annual Streets Maintenance Plan.
Serves on Committees as assigned and attends various public, internal, and external meetings. Delivers public presentations of projects, planning, and budgets.
Administers the City's Stormwater and Erosion Control Code and Groundwater Protection regulations; maintains City's MS4 permit.
Serves as the City's designated ADA Coordinator and administers the ADA Transition Plan and accomadation requests.
In consultation with the Finance Department, maintains documentation and creates reports required for grants, loans, and other funds such as MFT funding.
Prepares plans, budgets, and documentation in support of grant applications; seeks out grant opportunities for City projects.
Oversees permitting for work in City right-of-way.
Coordinates department activities with utility companies' activities.
Supports economic development activities by attending development meetings and assisting the Economic Development Department in planning for redevelopment and growth areas.
Keeps City departments and the public aware of road closures and traffic changes due to ongoing projects.
Provide technical advice, information and assistance to City officials, other City departments, developers, and State/Federal agency personnel regarding engineering projects, requirements and objectives.
Minimum Training and Experience Required
Bachelor's degree in Civil Engineering or Environmental Engineering;
Three years of experience as a licensed professional engineer working in municipal engineering or closely related field
Leadership experience supervising major projects; experience in a department leadership role strongly preferred;
Professional Engineering license valid in the State of Illinois or ability to obtain one within 6 months of employment;
Valid State of Illinois Class D Drivers License or ability to obtain one within 3 months of employment;
Strong familiarty with ADA regulations and standards; completion of ADA Coordinator Training Certification Program within 3 months of employment.
