Recruitment Range : $29.14-$33.87 hourly dependent on knowledge and experience

Minimum Preparation for Work :

Graduation from an accredited college or university with a Bachelor's Degree in Government, Public Administration, Economics, Business, Accounting or a related field and;
Three (3) years of experience in grant writing, submission of grant proposals, or grant management, with a focus on federal or state grants such as those from the U.S. Department of Transportation (USDOT), Maritime Administration (MARAD), Build America Bureau, U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Florida Department of Transportation (FDOT) and Florida Seaport Transportation Economic Development (FSTED); or
Combination of education, training, and / or work experience equal to or greater than the requirements listed above as determined by Human Resources.

Necessary Special Requirements :

Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.

Familiarity with federal grant submission portals such as Grants.gov, SAM.gov, and specific DOT systems are highly preferred.

Nature of Work :

The Port Grant Writer and Manager is a professional level position responsible for securing and managing grant funding for port-related projects, and focusing on federal and state funding opportunities through agencies like the U.S. Department of Transportation (USDOT), Maritime Administration (MARAD), Build America Bureau, U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Florida Department of Transportation (FDOT) and Florida Seaport Transportation Economic Development (FSTED).

The role involves researching, preparing, and managing grant applications and awards to support the Port's infrastructure, operational needs, and strategic objectives. Collaboration with internal and external stakeholders is essential to ensure alignment with grant requirements and Port goals. Under the direction of the Port Director, this individual researches and drafts competitive grant proposals aligned with the City's strategic goals and objectives. This position exercises independent judgment within the scope of assigned duties. Work performance is evaluated based on observed and attained results.

Examples of Work :

Develops and submits competitive grant applications, ensuring compliance with federal guidelines and deadlines.

Prepares detailed budgets and justifications in collaboration with finance and project teams.

Oversees the management of both existing and new grants, including : compliance monitoring through regular reviews of grant-funded projects, maintaining organized, audit-ready records of all grant documentation, processing reimbursement requests in collaboration with the finance team, ensuring timely and accurate submission and preparing for and managing grant audits, including gathering documentation, responding to inquiries, and addressing audit findings.

Builds and maintains relationships with federal agencies, community stakeholders, and relevant organizations to enhance funding opportunities.

Facilitates cross-departmental collaboration to gather necessary documentation and data for grant proposals.

Maintains a centralized system to track grant submissions, awards, compliance reports, and deadlines.

Prepares and delivers presentations to Port Director, City leadership and stakeholders regarding grant opportunities and outcomes.

Performs other duties as assigned.

Knowledge, Skills and Abilities :

Knowledge of federal and state grant programs.

Knowledge of transportation and maritime-related infrastructure and development projects.

Knowledge of federal grant regulations, including 2 CFR Part 200 (Uniform Guidance).

Proficiency in grant research, proposal development, and compliance management.

Advanced skills in Microsoft Office Suite, grant management software, and online submission portals.

Ability to communicate effectively, both verbally and in writing including public speaking and presentation capabilities.

Ability to analyze complex regulations and translate them into actionable steps for grant compliance.

Ability to establish and maintain effective working relationships with internal and external stakeholders.

Ability to prioritize tasks, manage multiple deadlines, and work independently.

Ability to do technical research and to write clear and concise reports.
