- Graduation from an accredited college or university with a Bachelor's Degree in computer science or related field; and
- Two (2) years of experiencing designing, coding, testing, and documenting applications/database software.
- Combination of education, training, and/or work experience equal to or higher than the requirements listed above as determined by Human Resources.
Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.
Nature of Work:
This is data processing technical work: 1) designing, coding, testing, and documenting applications software utilized on micro/mini computers. An employee in this class may be responsible for the supervision of subordinate employees. General direction is received from a supervisor designated by the Director of Innovation & Technology. Work is reviewed and evaluated by results attained.
Essential Job Functions:
- Consults with users and conducts GIS information assessments to determine user needs and to define systems requirements.
- Designs, codes, tests, and documents computer applications and interfaces applications with existing applications or databases.
- Establishes methods and procedures for use of computer GIS systems including software and user training.
- Coordinates and ensures the standard implementation of GIS policies, procedures, and systems operations with local computer support personnel.
- Writes and/or maintains up-to-date documentation for GIS software applications including program listings and operational procedures.
- Evaluates and selects vendor packaged software or custom written packages from external sources when appropriate.
- Trains users in various GIS computer programs and software.
- Develops, manages, and coordinates GIS and geospatial projects analyze complex problems, evaluates alternatives, and makes sound, well-structured recommendations.
- Plans, manages, and implements GIS related projects, assesses progress, and makes appropriate corrections to keep projects on track.
- Explains GIS related technical issues and concepts to non-technical staff.
- Develops and implements new and innovative methods, techniques, and procedures.
- Performs other related duties as assigned.

Mental and Physical Requirements:
While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk and hear.
The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance, far distance, color, and peripheral vision, and depth perception.
The employee regularly lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 45 pounds.
Work Environment:
The noise level in the work environment is usually moderate. Some jobs may require an employee to be exposed to outside weather conditions, wet and/or humid conditions, and risk of electrical shock.
