General Job Description
This position will report to the division director in the division of Formula Grants Administration. Performs advanced and/or supervisory computer systems analysis work in design, development, and implementation of financial applications that will interface functional agency systems, and other grant-related data sources that require coordinating, planning, and scheduling. Works under minimal direction with considerable latitude for the use of initiative and independent judgment.
Minimum Qualifications
Education: Graduation from an accredited four year college or university. Prefer degree in computer science, computer information systems, management information systems or related field. Prefer advanced degree in related field.
Experience: Five (5) years experience of relevant professional experience. Prefer 3 years of professional experience in a software development environment. Prefer 3 years experience working at TEA or educational entity. Prefer experience working with multiple data sources and complex formulas.
Substitution: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
Travel: 5%
Knowledge, Skills, And Abilities (KSA)
Knowledge of: requirements for analysis and specification; principles of computer system design; relational database management systems (RDBMS), data analysis techniques, general programming techniques including the use of SQL across various RDBMS's, and financial system design; prefer knowledge of TEA's state and federal grant programs including entitlement calculations, funding processes, and funding cycles; prefer knowledge of TEA's grants administration systems, including TGIF, ISAS, AMS, CEMS, FoxPro, and eGrants.
Skill in: leading requirements gathering sessions with users and professional staff; analyzing data; prioritizing requirements; problem solving; process improvement; presentation; documentation; data models business rules; testing software; programming; and use of ad-hoc reporting tools.
Ability to: analyze the impact of legislation and user requirements on grant-related financial applications and data; analyze system design documents to validate that requirements are met; provide ad-hoc data extracts and reports; communicate effectively with technical and non-technical staff; and work comfortably with senior management.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.
