DEFINITION

Under direction, performs difficult and complex inspection duties related to capital improvement (CIP) and infrastructure construction projects for workmanship and conformance with approved plans, specifications, and contract provisions; ensures compliance with applicable federal and state laws, codes, ordinances and City and departmental requirements; prepares and maintains daily inspection reports, and other written documentation; and performs related duties, as assigned.

SUPERVISION EXERCISED

Receives direction from the department manager. Exercises no direct supervision over staff.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Inspects and monitors all phases of CIP and infrastructure construction projects, including civil, mechanical, and structural soundness of the project; safe working practices and compliance with Occupational Safety and Health Administration (OSHA) requirements; conformance with Storm Water Pollution Prevention Plan (SWPPP) and air quality requirement; conformance with approved plans, specifications, and contract provisions; and compliance with state and federal laws and City and departmental requirements.

Reviews the plans and specifications to ensure conformance to industry and City standards; reviews City standards and requirements, identifies opportunities for changes, and provides recommendations to management.

Attends pre-bid and pre-construction conferences to provide information on the inspection aspects of the project and to respond to any questions.

Prepares and maintains daily inspection reports, progress payments, change orders, claims, and other written documentation; records amount of materials used, and work performed; recommends acceptance of completed construction work or requirement of additional work upon completion of project; coordinates design alterations between City staff and contractors; records as-built information on plans for use as record drawings.

Meets and regularly communicates with City staff, contractors, and estimators before, during, and after completion of projects; meets with surveyors and engineers to close-out projects.

Solicits, collects, and reviews quotes for City projects such as, but not limited to, paving, underground repairs, concrete work, traffic control, and / or surveying services.

Develops and maintains positive public relations with an emphasis on customer service; acts as a liaison between the City, contractors, other agencies, and businesses and residents affected by projects; maintains communication among the parties and responds to and resolves issues and complaints or refers them to the proper staff for resolution.

Monitors and advises on traffic around work sites to ensure safe conditions for the general public, contractors, and City staff.

Receives and processes underground service alert (USA) work orders; locates and marks City-owned utilities to prevent accidental damage or service interruption by contractors, utility companies, or any other parties working on or near the underground utilities; updates and maintains records of utility locations.

Coordinates and provides functional oversight of federal and state grants administration.

Maintains files, databases, and records related to construction inspection activities and work performed.

Prepares a variety of correspondence, reports, notices, and other written materials.

Attends and participates in meetings such as pre-construction meetings, meetings with contractors, and various trainings and department meetings.

Ensures staff compliance with City and mandated safety rules, regulations, and protocols.

Knowledge of :

Materials, methods, principles, and practices used in public works construction, including streets, utilities, curbs, gutters, sidewalks, drainage, street markings, buildings, parks, and related infrastructure.

Principles and practices of public works construction inspection.

Basic principles and practices of engineering design and cost estimate preparation.

Defects and faults in construction.

Materials sampling, testing, and estimating procedures.

Basic practices of construction contract administration in a public agency setting.

Proper USA marking procedures, state color codes, and types of underground installations.

Occupational hazards and safety standards related to conducting construction inspections, including driving rules and practices, traffic control procedures and regulations, and working in confining spaces.

The operation and minor maintenance of tools, equipment, and vehicles used in conducting constructions inspections.

Basic arithmetic.

Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned areas of responsibility, including grants administration.

Principles and procedures of record keeping, technical report writing, and preparation of correspondence.

City and mandated safety rules, regulations, and protocols

Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Skill to :

Operate modern office equipment including computer equipment and software.

Operate a motor vehicle safely.

Ability to :

Inspect construction projects to ensure compliance with OSHA requirements; conformance with approved plans, specifications, and contract provisions; and compliance with state and federal laws, codes, ordinances and City and departmental requirements.

Determine safety implications of construction techniques.

Review construction plans, specifications, maps, and legal descriptions for conformance with industry and City standards.

Assess, detect, and locate unsafe construction work and faulty materials and workmanship, determine the stage of construction during which defects are most easily found and remedied, and files appropriate reports and records.

Mark and locate underground utilities accurately and in a timely manner.

Safely and effectively use and operate tools, vehicles, and equipment required for the work.

Coordinate activities with City staff and multiple contractors, engineers, surveyors, and property owners.

Identify and respond to issues and concerns of City management and staff, a variety of community and business groups, and the general public in a fair, tactful, and timely manner.

Make accurate mathematical computations.

Gather field samples and take measurements accurately in the field.

Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.

Effectively represent the department and City in meetings with contractors; various business, professional, and regulatory organizations; and in meetings with individuals.

Prepare clear and concise reports, correspondence, notices, documentation, and other written materials.

Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

MINIMUM QUALIFICATIONS

Experience :

Five (5) years of increasingly responsible experience in construction, building trades, public works maintenance, or related experience.

Training :

Equivalent to the completion of the twelfth (12th) grade supplemented by college level coursework in civil engineering, drafting, surveying, construction, mathematics, or related field.

License or Certificate :

Possession of an appropriate, valid driver's license and insurability at regular rates for the City's automobile insurance.

Special Requirements :

Essential duties require the following physical skills and work environment :

Ability to work in a standard office and field environment with some ability to sit, stand, walk, kneel, stoop, crawl, twist, and climb; exposure to outdoors; ability to travel to different sites and locations.

Holidays : The City observes fifteen (15) holidays per year.

Vacation : Accrual of eight (8) hours of vacation per month of service for years one (1) through five (5) of employment (maximum of 300 hours accrual).

Paid Leave : Eight (8) hours of sick leave per month of service (maximum of 340 hours accrual). Other leaves provided include bereavement (up to 5 days) and jury duty leave.

Retirement : Retirement benefits shall be provided at 2% @ 60 PERS retirement formula for existing PERS members or 2% @ 62 for new hires entering the CalPERS system for the first time (pursuant to the City's contract with PERS and as required by law). The employee is responsible for the full member contribution.

Health Benefits : The City shall pay the median amount of all medical insurance offered for medical insurance premiums (currently $2,408.95 per month) employee and dependents.

Dental / Vision : The City's dental plan pays up to two hundred ($200.00) dollars per month of the premium for either the Dental HMO or PPO. The City also provides vision-care reimbursement up to eight hundred fifty ($850.00) dollars.

Life Insurance : The City provides a life-insurance policy of $50,000 to each full-time employee.

Flexible Spending Account : The City provides a pre-tax Flexible Spending Account (FSA) for medical expenses and a pre-tax Flexible Spending Account (FSA) for dependent care expenses.

Educational Incentive : The Educational Incentive Pay is amended to allow any bargaining unit employee who holds a verified Master degree from an Accredited University, who's current position's classification specification does not require a Master degree as a minimum qualification, to be eligible to receive a seven (7%) percent educational incentive pay to his / her base salary hourly rate; except if currently receiving a 5% education incentive pay for a bachelor degree, in which case employee would receive an additional two (2%) percent incentive pay for a Master degree. Also, any bargaining unit employee who holds a Doctorate degree from an Accredited University will be eligible to receive a two (2%) percent educational incentive pay increase to their base salary hourly rate. The maximum cumulative educational incentive pay for Bachelor, Master and Doctorate degrees shall not exceed nine (9%) percent. Certification Incentive Pay of two (2%) percent of base salary is available for any eligible bargaining unit employee who holds a City approved professional certification, up to a maximum of two (2) completed professional certifications, effective retroactive to July 11, 2021. Bargaining unit employees currently receiving Educational Incentive Pays for formal degrees (Bachelor, Master, and Doctorate degrees) shall not be eligible for the Certification Incentive Pay.

Bilingual Compensation : Bilingual compensation is available for oral and written translation for those employees whose duties include enforcement, public counter or reception responsibilities, as needed and on a case by case basis. Premium pay varies from ($125.00 - $150.00) per month.

Educational Reimbursement : The Educational reimbursement program consists of full reimbursement up to the limit of two thousand five hundred ($2,500.00) dollars per fiscal year, per eligible employee. Specific courses, degree and certificate programs require pre-authorization by the City Manager's Office.
