Purpose of Classification :
The purpose of this classification is to administer the City's National Pollutant Discharge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4) Programs, to ensure compliance with related applicable local, state, and federal regulations, and to coordinate the City's environmental and sustainability programs.
Example of Duties
Essential Functions :

Manages, directs, and evaluates assigned staff : develops and oversees employee work schedules to ensure adequate coverage and control, including approving vacation and sick leave and overtime requests; compiles and reviews timesheets; approves / processes employee concerns and problems and counsels or disciplines, as appropriate; assists with employee performance appraisals; recommends disciplinary actions, discharge and salary increases; acts as a liaison between employees and Deputy Director of Public Utilities; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work : prioritizes work activities to meet objectives; ensures subordinates have the proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex / problem situations and provide technical expertise; and provides progress and activity reports to supervisor, as requested.
Manages MS4 program activities : supervises and participates in the development and implementation of outreach and education programs, Illicit Discharge Detection and Elimination management plans, Stormwater and Pollution Prevention Plan and related NPDES and MS4 operations and activities; ensures compliance with MS4 rules and regulations; and prepares, maintains, and submits required regulatory reports.
Oversees stormwater conveyance system : develops and implements asset management of stormwater infrastructure; and ensures compliance with flood control measures and habitat protection.
Creates and oversees Stormwater Utility, Fats, Oils, and Grease (FOG), mercury minimization, and other sustainability programs : identifies program standards; develops policies, procedures, ordinances, permitting processes, inspection requirements, fees, and related issues to establish and implement programs; manages program implementation and enforcement to include regulatory reporting requirements; ensures compliance with federal requirements; and regularly evaluates and implements program improvements.
Manages program-related Geographic Information System data : supervises and participates in the collection, entry, and managing of GIS data for areas of assignment; verifies and ensures accuracy and completeness of data; and ensures compliance with City GIS data standards and protocols.
Assists in developing and implementing the budget for area of assignment : recommends allocations for staffing, supplies, equipment, programs, capital improvements, and other budget outlays; identifies and applies for granted funds; monitors expenditures to ensure compliance with approved budget; and maintains related documentation.
Performs public relations duties : receives and responds to public inquiries regarding MS4 and related environmental and sustainability programs and activities and makes appropriate recommendations; attends and participates in various boards, committees, and task forces; performs outreach and makes presentations, as required.
Maintains comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures : maintains an awareness of new equipment, procedures, trends, and advances in the profession; maintains professional affiliations; maintains required certifications; and participates in continuing education and training activities.
Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures : prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate, various forms, reports, correspondence, construction plans, inspection reports, stormwater, illicit discharge and mercury mitigation plans, ordinances, policies, procedures, purchase orders, grants, performance appraisals, timesheets, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and / or hardcopy records.
Communicates with supervisor, subordinates, other City employees, the public, community partners, other industry professionals, schools, contractors, developers, environmental organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive / give advice and direction, or resolve problems.
Operates a variety of equipment and tools as necessary to complete essential functions : operates a motor vehicle, GPS equipment, water testing kits, and other equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, database, desktop publishing, Internet, e-mail, or other software; and operates general office or other equipment.

Qualifications
Minimum Qualifications :
Bachelor's Degree in Environmental Science, Engineering, or a related field required; supplemented by five years of experience in environmental and sustainability program administration and implementation, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific Licenses or Certifications Required : Must possess and maintain a valid driver's license; must possess and maintain Erosion, Sediment, & Stormwater Inspector certification.
Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

- Health insurance, including Rx and dental insurance, is available through the City. Employees currently contribute a 10% premium. We have two medical plans available : a traditional plan and an HSA-eligible plan.
- Vacation : 10 days upon hire through 5 years; 15 days after 5 years through 11 years; 20 days after 11 years through 19 years; 25 days after 19 years through 26 years; and 30 days after 26 years. Candidates with prior public service credits will be eligible to be placed at a step commensurate with their years of public service.
- The City observes 12 paid holidays .
- Sick leave may be transferred from other Ohio public jurisdictions provided it has not been cashed out. Sick leave is accumulated at the rate of 15 days per year. There is no maximum accumulation. Unused sick leave is paid according to a formula if an employee leaves, upon normal retirement, with at least 10 years of service or, upon voluntary separation, after 15 years of service.
- This position is eligible to participate in the City's Deferred Compensation - Program 2, whereby the City contributes an amount equal to 6% of the base salary.

Most services the Clinic provides are at no cost to the employee, including lab work or any prescription medication that is dispensed there.
